Trong bai số Phù Sa 3,4 & 5, chúng ta đã được nghe đến ILO: International Labor Organization, một cơ quan trực thuộc Liên Hiệp Quốc chuyên bảo vệ quyền lợi cho người lao động trên khắp thế giới. Với huấn dụ như trên, quan hệ giữa ILO và Việt Nam gần đây  được thực hiện như thế nào, ngắn hạn cũng như dài hạn?

Nền kinh tế tại Việt Nam  đã "mở cửa". Chúng ta không thể phủ nhận những  thay đổi bộ mặt bên ngoài xã hội nhưng đời sống của chúng ta đã thật sự  khá hơn chưa? Ngân khoảng viện trợ từ các quốc gia và các cơ quan phi chính phủ hàng năm vẫn được cung cấp. Sounder Labor Relations in Vietnam

The ILO and the government of Vietnam have embarked on a three-year project aimed at strengthening the country’s labor institutions and improving labor relations in the private sector. The project, launched January 8, will be funded with a $1, 667, 494 grant from the U.S. Department of Labor. The government of Vietnam has agreed to provide personnel and logistic support.

The project comes at a time when Vietnam is experiencing unprecedented economic growth and a significant increase in the demand for workers. In remarks to journalists during a recent visit to the country, Senator John McCain said that Vietnamese leaders "recognise that their future lies in a strong, vibrant free market economy." (Associated Press 1/2/03). He added that the country needs to improve in other areas, notably human rights, if they want to successfully join the international community. "They will never attract the kind of foreign investment they need...unless they create a climate that is conducive to it," said McCain.

The new ILO project is designed to tackle deficiencies in the country’s labor relations regime. For example, Vietnam has not ratified ILO conventions declaring with FREEDOM OF ASSOCIATION and the RIGHT to COLLECTIVE BARGAINING, and one of the goals of the project is to strengthen the country’s laws and practices with respect to these fundamental rights. The project will also focus on strengthening labor laws, labor administration, conciliation, mediation, arbitration and other system at both the national and local levels.

To help promote these goals, the ILO will help Vietnam establish a National Training Institute on Industrial Relations to educate labor relations specialists who can then develop and conduct seminars to broaden the understanding of labor relations among gonvernment officials, employers and trade unionists.

Accustomed to a state-controlled system, many companies and workers are ill-prepared to negotiate their new relationship. Union leaders urgently need training in collective bargaining, grievance handling and related issues. Employers and their managers in the emerging private sector likewise have little or no institutional experience negotiating over wages and working conditions or handling disputes.

The ILO will also help to set up Industrial Relations Advisory Service Centers around the country to offer advice and information to local officials, businesses and workers.

Another key objective of the program will be to provide basic training in worker rights and labor relations for employers at approximately 70 businesses throughout the country.

Finally, the project aims to develop and adopt a coordinated industrial relations policy framework for the country. Once in place, the ILO will coordinate with the government to hold workshops and conferences to educate officials from the ministry of labor, the Vietnam General Confederation of Labor, an dthe Vietnam Chamber of Commerce and Industry on the policy framework and what it will mean for them.
