Consilul local The commune is being administrated by a local council, made up from 13 counsellors (10 coming from Schela and 3 from Negrea). They are designated by their party leadership before elections. At the pools, people vote a political party list. Local elections - for councillors and mayor take place once in 4 years. The local council works in meetings which are normally held once in a month or whenever it needs under exceptional circumstances. In their meetings, the 13 councillors adopt major decisions that are in the best interest of the community. The local council is the legislative body of the commune, meanwhile the townhall is the executive body.		The townhall of the commune is located in Schela, right in the village centre. 		The Mayor Decisions of the Local Council are put into practice by a mayor, chosen once in every 4 years. The Mayor is elected through direct vote by the villagers. The Mayor has two important roles: to make the management of the Mayoralty and to represent the commune in relationship with other institutions. Exercising his functions, the Major can issue, on his turn, administrative acts: orders and sanctions. The present-day Mayor of the Schela commune is Iacov Barceanu, 32 years old, coming from Schela village.				The Deputy Mayor The deputy of the Mayor is the Vice Mayor(Deputy Mayor). The deputy Mayor is one of the local councillors appointed in this job by the Local council.Traditionally, the Vice Mayor comes from Negrea village.The Deputy Mayor's atributions are mostly focused on the infrastructure & territory arrangement matters. Mayor and Vice Mayor are not permanent employees of the Mayoralty, but only for the period of their mandate. The present day Deputy Mayor of the Schela commune is Maricel Petrea, 32 years old.
The Mayoralty Local Council's decisions and Mayor orders are accomplished by a institution called "mayoralty". The Mayoralty has its own personnel, consisting of 9 office workers(Mayor and Deputy Mayor not included). The present staff includes: an economic manager, 3 civil servants, 1 social assistant, 1 agricultural agent, 1 cashier, 1 worker and a guard. There's also a Legal adviser- who works as representative of the Governement both for the Mayoralty and the Local Council (executive and legislative local institutions). The administrative body of the Schela Mayoralty		The legality of decisions and orders The Local Council decisions are always take into consideration the Galati County Council general plan of development. The County Council co-ordinates all local councils in Galati county. Plus, decisions taken by the local councils are emitted only according with the Romanian laws in force. Therefore all the emitted doccuments are supervised by The Galati County Prefecture(Governor).		The Legal advisor of the Local Council		Subordination The Mayoralty co-ordinates and funds some local public institutions: schools,kindergartens, the Houses of Culture (public library included). These public institutions' employees are paid by the Mayoralty and are subordinated to. Even they are paid by the commune, the Legal advisor and the 2 policemen are subordinated to the Ministry of Public Administration and respectively to the Ministry of Internal Affairs.
The old aged council In Schela village still functions a so called "the old aged council" The elderly councillors have their meetings twice a year. They analyse the importants matters of the community and make recommandations to the Local Council.The old aged council is not empowered to take administrative decisions.
