This is called 'fundoshi', it means 'loincloth', which is an underwear you put around the waist like Sumo athletes (it is for men). This is the underpants of men in samurai times, and today it is still sold in department stores. Good 'fundoshi' is made of real silk, or good cotton. The traditional color is white. Today there are fundoshi in all colors, also with printed patterns, but during 'Sengoku' (Warring States) until Meiji Tenno time, only traditional white loinclothes were available.
