The Shinra
The Shinra is a mega-huge company that furnishes Mako energy (you'll learn more about Mako as you play the game). Eventually, the Shinra began to rule everything with an iron fist. To oppose Shinra was to ally with death (Sort of like the Empire of Final Fantasy III). The Shinra sanctioned SOLDIER and was once employer to Sephiroth. While many people were with them, many more were against them (and so comes the birth of AVALANCHE). In the picture in the white is Rufus, the son of Shinra's ex-President, Mr. Shinra. He is flanked his right by Elena and Tseng and to the left by Reno and Rude. These four individuals make up the Turks. They're like the CIA to the President.

-President Shinra-
President and founder of the Shinra Corporation.
-Rufus Shinra-
Vice President of Shinra Corporation. He is the son of President Shinra. It was under Rufus that Shinra became out of control with power. Rufus controls the city of Junon and its giant cannon.
-Tseng-
Leader of Turks.
-Elena-
Member of Turks. By the way she acts, you'd think that she has the sweets for Tseng.
-Rude-
Member of Turks. Almost speachless throughout the entire game, 9 times out of 10, Rude will not be seen without Reno close at hand.
-Reno-
Member of Turks. Reno has got to be the most unpredictable member of the Turks. The way he dons his uniform proves that he may be the outcast of the group, and frankly, I don't think he gives a damn.
-Palmer-
Head of Space Development Division. He and Cid go back a long way.
-Scarlett-
Head of Weapons Development Division. Don't think that this woman is as stupid in the head as she looks good with her body. This fine woman possesses the knowledge of Shinra's most powerful weapons, including the giant Junon cannon.
-Heidegger-
Head of Public Maintenance and Order Division. He controls Shinra's soldiers and the Turks.
-Hojo-
Head of Chemistry Division. There's more to this mad scientist than I'm letting on, but he conducts shrewd experiments for Shinra's science department.
-Reeve-
Head of City Development Division. He's responsible for the building of Midgar.
