1/4 cup flour |

1 small onion, chopped |

1 tbs. vegetable oil |

3 cups milk |

3/4 cup water |

2 cups peeled and chopped potato, (chopped small) |

1 cup grated cheddar cheese, preferably sharp |
 |

1 tbs. fresh parsley |

salt and pepper to taste |

1/4 tsp. minced garlic |
In a large pot, place the onion, and vegetable oil. Sauté the onion for 2 minutes. Add the flour and stir around, making sure the onion is coated. Add the milk, water, potato, parsley, and garlic. Whisk briskly , bringing the soup to a boil. Reduce the heat to medium low. At this point add the cheddar, and the salt and pepper. Let the soup simmer gently, for 30-40 minutes, stirring occasionally.
