GA015: Incorporation of Europe as North Sub-Region 
Proposed by France, Malawi, 8/22/03
Sharing the common vision, ideals, and aspirations of Africa, the states of the African Union vote to create a new northern sub-region which will permit all members to join the AU and fully participate in the African decision-making process. The Security Council will also be expanded to include two new seats for the northern sub-region and all AU member states in the northern sub-region will be eligible the post of Secretary-General.
