Govt bifurcates Agri deptt.; R Thansanga may go to court again


no text Aizawl Oct 03:In order to comply with the Guwahati High Court ruling to repatriate R Thansanga as director of Agriculture, the Mizoram government today issued the bifurcation order of the Agriculture department dated October 1, 2002 according to which R Thansanga will be the director of the Research & Education wing while the other director, Dr OP Singh will take the lion's share of Minor Irrigation & Crop Husbandry.

R Thansanga, who had been deputed as an additional secretary to the Soil & Water Conservation department by the MNF ministry on May 27, 1999, had not been repatriated to his old post of Director of Agriculture at the end of his deputation term 0n May 27, 2002 resulting in R Thansanga moving the court.

In giving a ruling on R Thansanga's petition, the Guwahati Aizawl Single Bench judge gave a ruling that R Thansanga be repatriated within 7 days in August of this year. However, the Mizoram government appealed this ruling to the Guwahati H/C which also ruled against it. The 2 judge bench Guwahati High Court, however, gave the Mizoram government a grace period of one month in which to repatriate R Thansanga as petitioned by it.

The grace period ended today.

According to reports, last week's Cabinet Meeting decided not to move out OP Singh as the director and instead bifurcate the department to accomodate the High Court's ruling and place R Thansanga as a director of an agriculture department that have been bifurcated unevenly.

R Thansanga, when contacted by Newslink about the bifurcation order and the order repatriating him to the Director of Agriculture post, albeit bifurcated, said he was not at all happy with the government's action.

"I am not certain at the moment whether to submit my joining report or not. This is a clear case of victimisation by the Mizoram government against one of its officers and I'll have to speak to my lawyer first. We will decide on what course of action to take," Thasanga said.

According to him, while he was deputed as an additional secretary to the S & W Conservation, he was neither given the Additional Secretary's pay nor was he given a deputation allowance.

The bifurcation of the Agriculture department would seem unfair in the light of financial allocations to the two parts. While the Crop Husbandry and Minor Irrigation side will have around Rs 70 crore, the Research and Education side will have only around 7 crore, according to sources.
