Rules and Setting Questions and Answers

These are frequent questions and answers related to the rules and setting. They are not rulings and are not modifications to rules, but offer insights into a consistant basis for interpetation of the World of Darkness for this region. Most of these have been made with consultation with our NST and the other RST's. Others are commentary on mis-read rules which make for frequent questions.

A majority of these are taken from answers in the RST report to questions from CST's and DST's.


All Venues

Can I purchase intermediate or advanced powers (disciplines, gifts) with negative or free traits?
Each MET book published, has a very specific list of what can be purchased with free/negative traits. None of them to date (i.e. through August-2001) has anything but basic powers on that list. Not allowed. (I'll repeat this for each venue it comes up in.)

Can I purchase an item with a mixture of experience points and free/negative traits?
You can spend free traits on the things you can spend free traits on. You can spend experience points on the things you can spend experience points on. There is not a way to spend them both on one item. (However, this rarely is a problem except in certain extereme short-term cases.)

Do we use older rulesets in play?
No. Use the latest set of rules and do not use older sets of rules. To begin with, they are frequently written to match older MET books. They are not to be used as rules. (Certain pieces of older supplements, such as certain guidelines may be still be used as guidelines, but only to assist guiding, not as a rule.)

The latest supplement at this point (Aug-2001) consists of: Prime 5.1, Changeling 5.0, Garou 5.0, Mage 5.1, Mortals 5.0, Vampire 5.1, Wraith 5.0, and the US/Canada Supplement.

Is Lore x4 Mid approval?
It is not listed in Prime 5.1 that way; it is normal approval. Some domains wish to handle it that way. In those cases, I would strongly suggest including that in the Venue Style Sheet (VSS).

What is the surprise retest?
This is spelled out on p200 of LotNRev (and other MET books.) It is not a "retest", but a seperate "challenge" that can be performed if the first surprise challenge failed.

I have a character approved with a Mid, High or Top approval item. My character can just teach it now to anybody at any time?
Yes, you can try to share the item, however it was set at that approval level for a reason. For any other character to learn it, they must get the same type of approval.

What can we use out of Dark Epics before it is incorporated into our supplements?
Some limited flavor, no rules. Not until it's included with our supplement. The same applies for MET:Changing Breeds book 1, MET:Changeling Breeds book 2, LotN:StGuide, last 9 Clanbooks, any Tradition books, etc. That is, without Top approval, of course.

In the case of Dark Epics, most of what is in there is already in Prime. I would expect to see Dark Epics incorporated next Prime which may just be a smaller supplement ::insert cheering sound::

Can a Storyteller whose style of running a game finds it to be more productive not to attempt to play their character while running the venue, can they still receive XP for their character within that Venue?
No. Characters must be played in order to earn xp. I would recommend making use of the fact that we have a larger chronicle and focus the character elsewhere, either next door or with a differing scope.

I am certain that there is a limit to the amount of money that I as a ST can put on a property card - varies by CST,DST,etc. What is it?
Well, in this region we really haven't spelled that out. I recommend that you really shouldn't be seeing much more than what resources can produce normally. Influences produce (with few expections) very little cash - as cash triggers so much federal government involvement. Influences lets you get clean money. Please excercise good judgement. Suitcases with a million dollars is a bit beyond things.

Can NPC's earn and spend experience points?
No. Beyond the rules difficulty, that type of setup encourages the player of the NPC to think of it as their own character. A NPC exists to further a plot.

Can you use a merit to defend against a supernatural effect? Prime mentions that bonus traits from merits do not apply to such.
If the merit is explicitly stated to apply to defending against supernatural effects only, then it can. Example: the merit "Magic Resistance" is still effective. However, the merit "Enchanting Voice" has no effect on Presence challenges.

If somehow my character has two win-all-ties powers usable on the same challenge, will an opponent with only one win-all-ties power lose on ties?
No. Win-all-ties is exactly what it says. If you win-all-ties and then win-all-ties, you still just win-all-ties. It's not additive. If your opponent has just one win-all-ties power usuable, then the two characters just compare traits normally.

If a character does not have any powers to give additional actions, can he fire a weapon with a ROF multiple times in a turn?
Exluding the spray effect (if the weapon possesses that), no. The rate (ROF) is a limitation for those characters who have extra actions. See Prime 5.1.

What WW sourcebook has info on the High, Middle and Low Umbras, travel, various powers, etc.?
Book of Worlds (WW4007) ISBN 1-56504-434-7 is the best resource for the various umbras for practically any venue. Please keep is a tabletop book, focusing on Mage 2nd edition.

Is the challegenge order Mental actions, Social actions then Physical actions?
No. Laws of the Night Revised and Laws of the Wild Revised describes it in trait order, i.e. highest traits first and this has been carried through to the newer books. No MET material (that I have been able to find) describes it as Mental-Social-Physical. That is a persistant house rule that has spread quite some time ago.

How many xp does a 5 point retainer have on it?
20xp. The first point is taken up getting a retainer.

Can we hold two seperate games at the same time (no intermixing of players)?
Well, I guess so, but likely it is a bad idea. Here's why I think so: Players are forced to choose between them. You are also dividing your ST resources between the two games. In addition, players may get the mistaken impression that the game can cross-venue freely leading to continuity messes before you find out - LARP can frequently take off without a storyteller knowing about it until after the fact.

Is it possible to learn various non-discipline/non-gift/etc. items from a NPC?
Yes, but it's better roleplay if it originates with a PC. With the number of PC's in the national and international chronicle, roleplaying with a player is so much better and someone is most likely out there who has the item. It's also better to approach this from a story angle - learning occurs because of the story, not the story occuring because of the learning.

Does Angel Lore exist?
Yes and no. Currently we have a profusion of odd lores around the chronicle. Be aware that a particular "Lore" may be self-consistant and completely internally logical, but may have no bearing on the game universe :g:.

Can a Lore x2 fit into a single book?
I'd say a Lore x1 might fit into a single book. x2 at least a shelf full of books. In other words, Lore x1 maybe a full CD. Lore x2, a complete book of CD's and even then is going to need small supplemental experience.

I want to do influence actions in an area outside of our chapter's and/or domain's, who do I go to?
The storyteller that covers the target area. If there is not a local CST or DST there, contact the RST of the region.

If nothing is mentioned regarding xp awards in a Venue Style Sheet, what are they?
As per the MET books published by White Wolf. That is 1 xp per session, with bonus awards for roleplaying and leadership (see LotNRev p122).

Are the traits from transformative powers (wolf form, feral claws) losable?
The only traits that are not losable are the ones that are explicity stated as un-losable, such as "Potent" under Intensity. The traits from the wolf-form are biddable and losable. They are "form traits". If you take the form again, the same set of "form traits" is back, lost or unlost just as before. You can still expend a willpower to replenish a category (physical, social, mental) which will include appropriate "form traits".

Is there a limit of 7 points of merits?
Yes - and it's been in play for some time. Not everything that could be a merit has to be one. Another alternative is that a merit ends up phasing out to allow a new one.

Who can do rewrites (retroactive change to continuity)?
That takes RST approval and will only be done sparingly, as our continuity through email, IRC, word of mouth quickly connects to thousands of players on literally uncontrollable amount of channels. Any rewrite, if performed, is usually made to minimize the visual difference of the change.

I've heard that when I make a new character it can't be the same clan/tribe/etc. of the last one. I can't find that in the rules anywhere. Where can I find that?
All of your characters must be approved by your storyteller before they enter play. When a player makes multiple characters, they must have no interaction with each other. That typically means making them as completely different as possible. When you bring a new character into play, the interactions with the old character will still be present. Playing something else is a stong suggestion to the storytellers when they look at approving characters.
