ARTICLE IV
FUNCTIONS and POWERS of OFFICERS
Section 1. The Chairperson
The Chairperson shall have the following functions, powers and
responsibilities:
a. Act as the executive officer of the NCPAG-SC;
b. Represent the GA or the SC on occasions and events where the
organization needs representation;
c. Preside in meetings of the EC, SC and the GA, provided that in case
he/she desires to take part in the debate or discussion, he/she may
name the Vice- Chairperson, or in the absence of the latter, any
member of the EC for EC meetings and any member of the SC for SC and
GA meetings to take over;
d. Veto policies formulated by the LC;
e. Appoint coordinators and its members for ad hoc committees and
officer-in-charge for vacant positions in the SC;
f. Sign all resolutions, communications and official documents of the
SC;
g. Approve all vouchers representing legitimate disbursement of the SG
funds;
h. Render semestral and annual report to the GA; and
h. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 2. The Vice-Chairperson
The Vice-Chairperson shall have the following functions, powers and
responsibilities:
a. Assist the Chairperson in the administration of the operation of
the SC;
b. Assume the functions, duties and responsibilities of the
Chairperson in case of absence, incapacity, resignation, suspension,
impeachment or death;
c. Audit all accounts pertaining to the revenues and receipts of and
expenditures and uses of funds and properties owned and held in trust
by the SC;
d. Act as the officer-in-charge for the NCPAG Student Council
Auxiliary Corps thus must provide venues and programs to keep the
spirit of volunteerism alive among the members;
e. Act as the coordinator for undergraduate batch representatives; and
f. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 3. Administrator for Socio-Academic Affairs
The Administrator for Socio-Academic Affairs shall have the following
functions, powers and responsibilities:
a. Head the Socio-Academic Committee of the SC;
b. It shall be the coordinator of socio-academic-related projects of
the SC; and
c. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 4. Administrator for Internal Affairs
The Administrator for Internal Affairs shall have the following
functions, powers and responsibilities:
a. Head the Internal Affairs Committee of the SC;
b. It shall be the coordinator of internal affairs-related projects of
the SC;
c. It shall serve as the secretary for EC, SC and GA meetings and
shall issue notices thereof and take charge on the attendance record
of the members;
d. It shall receive and keep all official documents of the EC and the
SC; and
e. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 5. Administrator for External Affairs
The Administrator for External Affairs shall have the following
functions, powers and responsibilities:
a. Head the External Affairs Committee of the SC;
b. It shall be the coordinator of external affairs-related projects of
the SC;
c. It shall be the officer-in-charge for matters relating to
agreements, affiliations, memberships, and other associations entered
into by the SC; and
d. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 6. Administrator for Finance
The Administrator for Finance shall have the following functions,
powers and responsibilities:
a. Head the Finance Committee of the SC;
b. It shall be the coordinator of finance-related projects of the SC;
c. It shall act as the custodian of SC funds;
d. It shall receive donations, contributions and collections;
e. Prepare vouchers for disbursements according to SC appropriations;
f. It shall head the SG Semestral Budget preparation process;
g. It shall issue financial statements to the SC and the GA of every
SC projects undertaken;
h. It shall issue semestral and annual SC Financial Statements to the
SC and the GA; and
i. It shall have additional power and perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 7. Councilor
The Councilor shall have the following functions, powers and
responsibilities:
a. It shall provide leadership in the formulation of policies that
would promote and protect students� rights and interests;
b. Elect a LC Speaker and LC Secretary;
c. Elect the Speaker and Secretary of their respective Houses; and
d. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 8. Legislative Council Speaker
The Speaker of the House shall have the following functions, powers
and responsibilities:
a. Preside in joint sessions provided that in case he/she desires to
take part in the debate or discussion, he/she may name any member of
the House to take over;
b. Represent the LC on matters concerning the GA as a whole;
c. Schedule deliberations of proposed policies;
d. Sign all official documents of the LC; and
e. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 9. Secretary of the Legislative Council
The Secretary of the LC shall have the following functions, powers and
responsibilities:
a. Receive and keep official documents of the LC;
b. Issue notices of LC sessions;
c. Take charge of the record of attendance of the members;
d. Prepare LC�s official communications and reports; and
e. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 10. Speaker of the House
The Speaker of the House shall have the following functions, powers
and responsibilities:
a. Preside in House Sessions provided that in case he/she desires to
take part in the debate or discussion, he/she may name any member of
the House to take over;
b. Sign all official documents of the House;
c. Schedule deliberations of proposed policies specific to the house
d. Represent the House on matters concerning the House only; and
e. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 11. Secretary of the House
The Secretary of the House shall have the following functions, powers
and responsibilities:
f. Receive and keep official documents of the House;
g. Issue notices of House sessions;
h. Take charge of the record of attendance of the members;
i. Prepare House�s official communications and reports; and
j. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles.
Section 12. Batch Representative
The Batch Representative shall have the following functions, powers
and responsibilities:
a. Serve as the official representative of the batch to the SC;
b. Preside over batch assembly meetings;
c. It shall take the leadership in identifying the needs and demands
of their respective batch assembly and formulate programs and projects
in accordance thereof;
d. It shall attend SC meetings as Ex-officio member; and
e. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles
Section 13. NCPAG Representative
In addition to the powers, functions and responsibilities stipulated
in University Student Council�s Constitution, the NCPAG Representative
shall:
a. Be an automatic member of the External Affairs Committee of the SC
and thus will assist the Administrator for Externals on matters
concerning the USC;
b. Attend SC meetings as Ex-officio member; and
c. It shall have additional power and shall perform other duties and
responsibilities that may be granted, mandated, or delegated by the GA
or the SC that are deemed necessary in the interest of the students,
provided that it does not negate or mitigate the promotion of the
NCPAG-SG principles
