Alien Registration

All foreign nationals living in Japan are required to register according to the Alien Registration I-aw. The "Alien Registration Card," which is issued about two weeks after registering, will be needed as identification almost every time one applies for documents at municipal offices.

[Registration]

Period: within 90 days of arrival in Japan

Place: Miyazaki City Hall (Shimin-ka) Tel. 0985-25-1752

         Kiyotake Town Hall (Chomin Seikatsu-ka) Tel. 0985-84-2015

Necessary Items: Passport, Hanko(written in Japanese)

                        2 photos (4.5 x 5cm/ taken within the last 6 month)

Time of Issuing: approximately 2 weeks after the application

 

[Re-issuing]

* You must notify the municipal office in person within 14 days if there are any change in the information on your "Alien Registration Card":

1. address in Japan,

2. immigration status,

3. authorized period of stay,

4. damaged, lost, or stolen registration cards must be replaced within 14 days.

* You must make sure by telephone before you go to the municipal office what you should bring.

 

[Renewal]

* The "Alien Registration Card" is valid for 5 years. If you want to stay in Japan for more than 5 years, you must renew your "Alien Registration Card" at least 30 days prior to the expiration date.

* You must bring your passport, 2 photos, and your "Alien Registration Card" when you apply.

 

[Proof of Alien Registration Certificate]

* This certificate is sometimes necessary when one applies for documents at municipal offices.

* The application must be made by the applicant in person or by a member of the applicant' s household. The certificate will be issued on the day of application.

* The cost is \300 per certificate.

 

Hanko---Personal Seal

Instead of a signature, a personal seal is normally used to "sign" documents in Japan. A "hanko" is used when you open a bank account, or when you apply for certain documents at the university. A "hanko" is easily made at a hanko shop in two or three days. The cost is about \2,000.

 

Renewal (Extension) of Period of Stay

With a student visa, one is permitted to stay in Japan for one year or two. One must extend one' s visa every year or every second year.

(1) Application Form for Extension of Period of Stay (available at the Regional Immigration Bureau or the Foreign Student Section of the University)

(2) Certificate of Enrollment

(3) School Transcript

(4) Passport and Alien Registration Card

(5) A revenue of \4,000

* You can get the documents(2)(3) by the automatic issuing machine on the first floor at University Hall.

* Research students can get these documents at the registrar' s office of each Faculty.

 

[Application Period]

* From two month prior to the expiration date of the visa.

 

[Application Procedure]

* Apply directly to the Immigration Bureau with the documents (1)-(4).

Or

* Bring the documents (1)(3)(4) to the Foreign Student Section of the University when you ask the officials of the Section to bring them to the Immigration Bureau.

* When you get a permission (about two weeks later), you bring the documents (4)(5) directly to the Immigration Bureau or the Foreign Student Section of the University.

Permission for Extra-status Activities

By the stipulations of the Law of Immigration Control and Refugee Authorization, you have received the residence status of "Foreign Student." You are expected to be engaged only in activities relating to your student status, that is, study and research. If you wish to engage in secondary activities aside your original status as a student, you must obtain permission from the Regional Immigration Bureau.

 

[Restricted Part-time Work for Foreign Students]

* Undergraduates / Graduates: less than 28 hours a week

* Research students: less than 14 hours a week

* During a long vacation, foreign students in both categories are allowed to work part-time for less than 8 hours a day.

* Foreign students are not allowed to work at businesses offering food or entertainment.

* If you work part-time without permission, you will be punished by law, or will be deported, depending on the situation.

 

Permission for Re-entry

When you wish to leave Japan for a short period of time for going home or traveling abroad, you are required to get permission from your advising professor and must inform officials in charge of the foreign students in the Faculty to which you belong.

 

[Permission for Re-entry]

When you leave Japan for a short period of time, it is extremely important for you to obtain a re-entry permit to Japan from the Regional Immigration Bureau. Without this permit, it will take more than one month to obtain a visa again. You should be aware of the fact that if you come back after the permitted period you will have to complete complicated procedures for re-entry

 

[Necessary Documents]

(1) Application for Permission of Re-entry (available at the Regional Immigration Bureau or the Foreign Student Section of the University)

(2) Passport and Alien Registration Card

(3) Fee: A revenue of\3,000 (for once)/ A revenue of Y 6,000 (for several times)

* Students from Taiwan are required to bring the "Permit for Re-entry" or 2 photos.

* If you are outside of Japan from the first day of a month until the last day of the same month, you will not be given your stipend for that month, regardless of the circumstances.

 

National Health Insurance

Foreign students who will be in Japan are expected to join the National Health Insurance Program. Without participation, medical fees can become very expensive. [Joining the National Health Insurance] (Family members can also join the NHI.)

* You will have to pay only 30% of incurred medical expenses.

* If you combine the National Health Insurance with the "Medical Fee Reimbursement for Foreign Students," you will have to pay only 6% of medical expenses incurred.

* In the case of major medical expenses incurred as a result of hospitalization, you may receive a refund later.

[Payment of the National Health Insurance Fee]

* The monthly fee is decided according to the income of the applicant. It also varies according to where the applicant lives.

* For further details, call the officials in charge at Miyazaki City Hall(Tel. 0985-21-1744) or Kiyotake Town Hall (Tel. 0985-85-1111).

* It is convenient to have the bill paid by automatic transfer.

 

[Upon joining the National Health Insurance Program]

Upon joining the National Health Insurance Program, you will be issued a Health Insurance Card, which you must show at the hospital or clinic' s reception desk when you receive medical treatment.
