. Sand -Gravel law anti-Ecology
City Councilor Cesar Jimenez has denounced that the Sand and Gravel Ordinance enacted by the City Council last Tuesday will hasten the destruction of the environment.
Jimenez, who was the original author the original author of the Sand and Gravel Ordinance objected to the exclusion of a requirement that sand and gravel contractors must secure an Environment Compliance Certificate or ECC.
The Department of Environment and Natural Resources is the agency that checks on all mining operations and issues the ECCs before mining can be undertaken.
In fact, all mining firms must first secure ECCs before they can undertake mining operations anywhere in the country.
The approval of the Sand and Gravel Ordinance came after several days of postponement and inaction on the proposed law.
It was supposed to have been enacted during the last session which was December 3 but this did not happen.
However, Councilor Jimenez said that the Sand and Gravel ordinance that was approved last Tuesday was not anymore his original ordinance.
