Covert Action is a 1990 game created by Sid Meier in which you
played the part of an secret agent hired by the CIA to prevent
terrorist groups, criminal cartels and other organizations to
commit crimes.
Using clues giving by the CIA, you would go to a suspicious
house of a criminal organization and tap their phone lines for
clues.
In doing so, you might stubble on a code message that you have
to decode.
If you don't know where that villain is hiding, you might have
to follow his car from a house of an allied organization.
Once you have enough evidence against a suspect, you
can break into his house to arrest him or search it for
more evidences.
If you are professional about this, or lucky enough to be at the
right place at the right time, you will find the master plan and
try to take down the brain of a criminal organization, the
