Before 1901, Sam Wheeler was working as a policeman in the City of Oxford, N.C. In June 1901, the Town Commissioners "unanimously elected him to the office of Chief of Police. He held this position until 1904 when he was elected Coroner of Granville Co. In an article on the candidates for public office, The Public Ledger had this to say about Sam Wheeler: "As to Samuel M. Wheeler, the present efficient Chief of Police of Oxford, and our candidate for the important office of Coroner (he is the only man in the county who can arrest the High Sheriff), we know it is unnecessary to say much. Suffice it to say that his heart is as large, as genial and as honest as the large smile that plays over his face when he is making a political speech in the court house." He was elected by the vote of 1651 to his opponent's 492.
It was necessary after he was elected for him to post a bond. The Bond Book, in the basement of the courthouse in Oxford, has records of S.M. Wheeler posting a bond for this office with the Register of Deeds on 5 Dec 1904.
The Oxford Volunteer Fire Department was organized in Aug 1905. Sam Wheeler was named as Chief. In 1911, he was re- elected Chief. There were two big horses used to pull the fire wagon. One of them was named "Big Sam", in honor of the Chief. There is a plaque on the front of the new Oxford Fire Depart- ment building, erected in 1992 or 93, with the names of all the members of the Fire Department in 1905. I was told that when the horse, "Big Sam", died, there was a big write-up in the newspaper, but I didn't have time to search through the papers to find it.
Sam held the office of Coroner for four years. In 1908, he ran for, and was elected to the office of Sheriff. One of the duties of the Sheriff was to "collect, pay over and settle all state, county, poor, school and special taxes which shall come into his hand by law." In order to show that he would faith- fully perform this duty, he was required to post another bond. I have a copy of the bond he had to post, dated 30 Aug 1909, showing where he posted a bond of $20,000.
He served two terms as Sheriff. The following appeared in a column in The Oxford Banner titled "Local ShortGrafts":
"'Big Sam' (Sheriff Wheeler) wants you to walk up and pay your
taxes, as he must have 'the long green' to keep the wheels of government running."
The new Board of Town Commissioners re-elected Sheriff Wheeler as Chief of the Fire Department in May 1911. Mr. Pete Wood was re-elected driver of the fire wagon.

Former Sheriff Laid to Rest inElmwood Cemetery
Former Sheriff Sam Wheeler, of Granville, who was found dead in his car in the surburbs of Durham early Tuesday morning, died as he often said he would like to die - sudden and with his boots on. The body was found in an automobile belonging to the state highway department which was parked near the old Turnage dairy farm just beyond the city limit of Durham on the Erwin road. Mr. Wheeler had been connected with the maintenance department for the last few years and it is thought he succumbed while seated in the machine.
Sheriff John F. Harward and Coroner W.P. Sneed, of Durham, who reviewed the body soon after it was discovered, stated that no marks were found on it and no evidence of foul play was discovered. Mr. Wheeler was for a number of years chief of Police of Oxford; served two terms as sheriff, and later served as superintendent of roads in Granville. When the State Highway Commission appointed him fore man of bridges in the Fourth Highway District he built four large box cars here in Oxford for his force. Highway Commissioner Page came to Oxford and complimented him on his workmanship, and after all of the cars were built from Mr. Wheeler's pattern.
Mr. Wheeler was generous and kindly disposed. In seeking public office he was very careful not to say anything that would reflect on the integrity of his opponent. It will be remembered that he rushed a negro murderer off to the State Prison to save him from the vengence of a mob. This caused his defeat in the following campaign for sheriff. Funeral services were conducted Wednesday afternoon at three o'clock at his home on Coggeshall Street by Rev. Roy R. McCulloch, pastor of the Oxford Baptist Church, assisted by Rev, Reuben Meredith, pastor of St. Stephen's Episcopal Church. Interment was in Elmwood Cemetery. The Oxford Fire Department led the funeral procession to Elmwood Cemetery, where the Masonic lodge of Oxford took charge of services. Mr. Wheeler was a member of the Oxford Masonic lodge, the Odd Fellows, and the Woodmen of the World."The daily diary, handcuffs, and a service revolver used by Sam Wheeler are in the possession of one of his granddaughters who lives in Raleigh, N.C.
