Japanese launch an advanced rover designed to resist the harsh conditions on Venus. The rover proves sturdy and thus successful. Funding increases for Japanese plans to possibly colonize Venus. Meanwhile, United States military personnel press government officials to launch a strategic missle strike and eliminate the Syndicate automated colony (SAC) on Mars. The decision is approved. However, an as of yet unknown computer anamoly aborts the missile before it reaches SAC. It detonates harmlessly in space. The anamoly continues to interfer with future attempts by any government against the SAC.
The Abiocor II is released and becomes the world's most advanced artificially heart. Administration of medicine is also possible directly into the bloodstream via a preset control in the Abiocor II. Syndicate agents and surgeically given this device with a dosage of synthetic horomones, steroids, and adreneline. When needed, the agents become capable of temporary superhuman speed and strength.

This 16mm long capsule allows stimulation of muscle cells in a simulated nerve reaction. This allows paralized victims to regain some or all of their formal mobilitiy. Syndicate agents adapt to Bion for use in combat, allowing them to remain effective even with lethal wounding.
New England researchers at Brown Cyberkinetics develop a telekinetic implant for the brain. This chip allows wireless control of computerized systems via thought patterns. Syndicate agents develop this technology to remotely hack electronic locks and computer databases.
The Syndicate undergos reform and is split. The Covenant of the Dawn, a German religious fanatic group based on the Catacomb asteroid along with the Mars and Phobos facilities, is officially founded with the signing of the Governed Doctrine. The remainder of the Syndicate stays with Earth. The Covenant of the Dawn continues in it's attempts to reform with plans for total domination of all others.
