Flag Ceremony Procedure:

Each den will be responsible for the opening and closing flag ceremony at a pack meeting.  This same den should arrive one-half earlier than the pack meeting to set-up chairs and/or tables.  Likewise, they should remain after the pack meeting to take down the chairs and/or tables.  The schedule is listed below.  Generally the pack meetings are assigned in descending order of rank:  Webelos II, Webelos I, Bear, and then Wolf.

The pack flags (pack flag, US flag and stands) are stored in the storage closet in the rear of the all-purpose room.  The Cubmaster and Committee Chair have the keys to this closet.

Before the meeting, you should place the two stands at the front of the hall on either side of the podium.  The poles for the flags are adjustable in height.

When the US flag is carried alone, it should be in the front center of the column.  When the US flag is carried with another banner or flag, the US flag is always on the right.

When you enter a room, care must be taken to avoid hitting doorways, light fixtures, etc.  As the flag is angled down to pass through a doorway, be careful the flag does not touch the ground or is stepped on.  All flags/banners should be adjusted or angled lower than the American flag.

“To the Right is the Place of Honor” is the fundamental rule governing the location of the US flag.  When displayed on a stage, platform or at the front of the hall, the US flag should be to the speaker’s right.  The pack flag is on the speaker’s left.

The audience will be asked to stand when you carry in the flags.  Once the flags are placed in the stands, the den lines up in the front of the hall between the two flags.  One scout asks the audience to remain standing while they recite the Pledge of Allegiance; this scout should start the Pledge.  When the pledge is recited, the scouts should face the US flag.  Following the pledge, a scout asks the audience to join him in reciting the Cub Scout Promise; this scout should start the Promise.  When the Promise is recited, the scouts should face the Pack flag.  The den can then return to their seats.

At the end of the pack meeting, the audience will be asked to stand for the closing.  The den should then come forward and remove the flags from their stands.  Leaving the room, the US flag goes out first, or if you have two flags next to each other, the US flag is on the right.

The flags and stands should then be carefully stored in the storage closet for the next den.
