| CPUSRV Wins Major Decision In KRKO Radio Project |
| SNOHOMISH, WA ., August 6, 2002 - A local citizens' group, Citizens to Preserve the Upper Snohomish River Valley (CPUSRV), together with Pilchuck Audubon Society (PAS), won a major decision when the Snohomish County Hearing Examiner ruled in favor of the group�s appeal to prevent radio station KRKO from placing an antenna farm (eight antennas up to 349 feet high) in the scenic Upper Snohomish River Valley.
The Snohomish County Deputy Hearing Examiner, Peter Donahue, has denied SR Broadcasting�s application for a permit, stating that the Conditional Use Permit cannot be issued on regulatory grounds in that the proposal is not and cannot be sufficiently compatible with other permitted uses in the surrounding area. The examiner also denied the Shoreline Management Substantial Development Permit since the development permit cannot be granted due to a lack of conformity to the development regulations of the Conditional Use Permit. Neither the Conditional Use Permit, nor the Shoreline Management Substantial Development Permit can be granted without an Environmental Impact Statement required by the companion decision. The companion decision vacated the Determination of Non Significance previously issued by Snohomish County Department of Planning and Development Services (PDS) and remanded the application back to PDS for issuance of an Environmental Impact Statement (EIS) due to probable significant environmental impacts with respect to adverse aesthetic visual impacts. Donahue wrote �The proposed antenna complex would introduce an extensive set of eight stark, angular mechanically appearing towers jutting into a sensitive pastoral setting.� He further noted that the red warning lights on the highest tower � would have the effect on the viewers they reach of emphasizing its presence during dawn and dusk hours, � and through the night.� He found the applicant�s suggestion that Craven Farm could convert to some other form of agriculture �rather cavalier and unpersuasive� and that Deb�s U-Cut operation nearby ��would be seriously and adversely downgraded.� |
