(Note: This Management Plan was approved prior to the passage of RA 9154, declaring Mt. Kanlaon a Natural Park and authorizing PNOC-EDC to enter into 169 hectares of a so called "buffer zone" for the purpose for geothermal exploration and development. In this 2001 Management Plan, there is no room for PNOC-EDC's geothermal development. The plan is included in full in this website because it is closer to an ideal of how the plan should be. )

4.0 IV MANAGEMENT PLAN FOR THE PROTECTED AREA
This section discusses the plan for MKNP. It contains the vision, mission, goals and objectives (VMGO) of the plan as agreed upon by the various stakeholders during the consultation meetings. The strategies to attain the VMGO are also identified including the management zones, prescriptions, protected area wide standards and guidelines, and the management programs to operationalize the strategies.
Vision, Mission, Goals and Objectives
The vision of the plan is the long-term direction that the management would like to install in MKNP where all efforts are geared toward its attainment. The mission on the other hand, expresses how the vision shall be carried out and provides basis in setting the management goals and objectives, which are concrete measures on how the long-term vision shall be achieved. This section is founded on the profile of the area and other attributes presented in the previous sections of this management plan.
1. Vision
The plan envisions Mount Kanlaon Natural Park as a place where all life forms enjoy protection and conservation in the different ecological zones; with the people who cherish their cultural heritage, empowered and engaged in humane socio-economic activities and with physical structure, which are necessary to harmonize all activities under the context of sustainable development.
2. Mission
The MKNP management is committed to work for the protection, conservation and development of the MKNP’s integrity as a protected area that will enhance its biodiversity values, strengthen its life support system capacity, and will improve quality of life of communities, thereby bringing economic, social, cultural and ecological sustainability under the framework of sustainable development ethics, principles and practices.
3. Goals and Objectives
GOAL 1: Protect, conserve, and enhance the habitats and biodiversity of MKNP to sustain and improve its life support system capacity.
Objectives:
a. To protect within five (5) years, the different habitat types and ecosystems of MKNP and rehabilitate the degraded areas to restore its biodiversity and enhance its ecological values;
b. To further strengthen within five (5) years, the participation and technical capabilities of stakeholders particularly the communities in the protection and conservation of the area;
c. To ensure continuing, timely and effective monitoring of the biodiversity of MKNP with active participation of communities through the maintenance of biodiversity monitoring system in order to carry out appropriate management decisions;
d. To protect within five (5) years, the natural landscape and scenic areas of MKNP for spiritual, scientific, educational and recreational purposes, and its development as cultural and tropical biodiversity museum and promotion as a prime ecotourism destination so as to heighten public appreciation, awareness and support on PA management; and
e. To promote beginning year 2000, sustainable and equitable use of MKNP’s resources through the implementation of appropriate management zoning, standards and guidelines;
GOAL 2: To improve the quality of life of communities inside MKNP.
Objectives:
a. To boost, beginning year 2000, the social, economic and political capacities of communities in the PA, both tenured migrants and IPs, by integrating sustainable livelihood practices into the community organizing process to mitigate pressures on the natural resources and the environment of MKNP in general;
b. To establish strong social fence beginning year 2000, by providing IPs and qualified tenured migrants of MKNP with appropriate legal instruments for land tenure security; and
c. To assist beginning year 2000, in improving the access to basic social and economic services of communities in the PA.
GOAL 3: Institutionalize the PA management systems through the installation of responsive structures, participatory systems and appropriate legislation measures.
Objectives:
a. To ensure by the end of year 2001, the enactment of a legislative measure that shall place MKNP as part of the protected area system of the country;
b. To operationalize by year 2001, appropriate administrative systems that are responsive to the different requirements of PA management including the institutionalization of the Protected Area Superintendent Office within the DENR backed by legislative measure, staffing requirements and logistical and financial resources;
c. To harmonize and coordinate by year 2000, the efforts of various stakeholders for the conservation of MKNP and its integration into the larger development landscape of Negros;
d. To further strengthen the management capability of PAMB and other key players in the field of protected area management and biodiversity conservation;
e. To provide and carry out by year 2000, resource generation mechanisms that will sustain protected area management; and
f. To develop and implement by year 2000, appropriate policies and guidelines that shall strengthen the protection, conservation and development of MKNP.
GOAL 4: To effectively manage natural and man-made disasters within MKNP
Objectives:
a. To closely coordinate beginning year 2000, with various agencies and institutions in the formulation and implementation of an integrated disaster management plan;
b. To increase public awareness by year 2001, of the dangers and hazards associated with the natural characteristics of MKNP;
c. To prevent and/or minimize by year 2000, the occurrence of forest fires through installation of preventive and mitigating measures and conduct of massive information, education and communication campaigns;
d. To establish MKNP as a peace zone by year 2001; and
e. To coordinate by year 2000, with other government agencies for the maintenance of peace and order in the area.
