General Information
Holders of U.S. passports may enter the Philippines without visas if their intended stay is 21 days or less for tourism and business purposes. Round trip or onward airline ticket must be presented together with the passport at the port of entry. Balikbayans and former Filipinos are allowed to enter the Philippine without a visa for a stay not exceeding one (1) year without a visa.

Non-Immigrant Visa (Sec. 9 - A,B,C,D,E,F,G)
There are several categories of a non-immigrant visa. They are:
Following are the requirements for the issuance of the above visas:
9(A) Temporary Visitor’s Visa
- Passport of applicant (valid at least 6 months from return date)
- Duly accomplished Visa application form (Form 2)
- Travel Itinerary / Flight ticket (applicant must be a holder of a return air ticket)
- One (1) colored photo, 2 x 2, recently taken, front view, with a white background. (No eyeglasses or sleeveless attire)
- Proof of Financial Capacity:
- Pleasure - photocopy of any of the following: latest bank statement, previous year's income tax return, most recent pay stub and an employment certificate from the employer indicating position and salary or affidavit of support
- Business - letter from employer or sponsor of the trip indicating its specific purpose or nature, length of stay (inclusive dates), company guarantee or all moral and financial obligations to be incurred by the person while in the Philippines
9(B) Transit
- Passport of applicant (valid at least 6 months from return date)
- Duly accomplished Visa application form (Form 2)
- Travel Itinerary / Flight ticket (applicant must be a holder of a return or onward air ticket)
- One (1) colored photo, 2 x 2, recently taken, front view, with a white background. (No eyeglasses or sleeveless attire)
9(C) Seamen
- Passport of applicant (valid at least 6 months from return date)
- Duly accomplished Visa application form (Form 2)
- Duly accomplished Form No. 63 for crew list visa
- Travel Itinerary / Flight ticket (applicant must be a holder of a return air ticket)
- One (1) colored photo, 2 x 2, recently taken, front view, with a white background. (No eyeglasses or sleeveless attire)
- Letter from Shipping Company
9(D) Visa for International Treaty Traders and Treaty Investors
- Passport of applicant (valid at least 6 months from return date)
- Duly accomplished Visa application form (Form 2)
- Travel Itinerary / Flight ticket (applicant must be a holder of a return or onward air ticket)
- One (1) colored photo, 2 x 2, recently taken, front view, with a white background. (No eyeglasses or sleeveless attire)
9(E) Foreign Government Officials
- Passport of applicant (valid at least 6 months from return date)
- Duly accomplished Visa application form
- Travel Itinerary / Flight ticket
- One (1) 2 x 2 passport photo (taken within the last 6 months)
- Letter from US government agency requesting issuance of visa or Note Verbale from US State Department
9(F) STUDENT
Checklist of Requirements for Student Visa
- Passport of applicant (valid at least 6 months from return date)
- Dulyaccomplished Visa Application Form (Form 2)
- Original copy of the Notice of Acceptance (NOA) containing a clear impression of the school’s official dry seal or a duly notarized written endorsement from the school for the conversion of the applicant’s status signed by the school’s Registrar;
- Original copy of Certificate of Eligibility for Admission issued by the Commission on Higher Education
- Police Clearance issued by the appropriate authorities in applicant's country of origin authenticated by the Consulate
- Original copy of Medical Certificate issued by authorized physician including standard sized chest x-ray
9(G) PRE-ARRANGED EMPLOYEES
Checklist of Requirements for Pre-Arranged Employee – Commercial
- Duly notarized letter request from the petitioner-organization;
- Duly accomplished application form;
- One (1) passport-size photo (taken within the last 6 months from date of application);
- Passport valid at least 6 months;
- Police clearance issued by appropriate authorities in applicant’s country of residence; and
- Medical Health Certificate issued by an authorized physician including standard chest x-ray

Waiver of Exclusion Ground (WEG) for Minors
In addition to an appropriate visa, children 15 years and below who are foreign passport holders must submit a WEG or Waiver of Exclusion Ground. A "Waiver of Exclusion Ground" (WEG) form may be secured at the Consulate and must be duly notarized.
The following must be submitted to the Bureau of Immigration in Manila upon arrival in Manila.
- Affidavit of Consent, Guaranty and Request for the Issuance of the Waiver Of Exclusion Ground (WEG) executed by either of the parent or both or by a legally appointed guardian of the child naming therein the person who will be accompanying the child to the Philippines and with whom the child will reside in the country
- Photocopy of the Birth Certificate of the child
- Photocopy of parents’ passport
- Photocopy of the data page of the child's passport
- Photocopy of the passport of the accompanying adult or guardian
- Fees payable to the Bureau of Immigration(broken down as follows):
- Application fee: P2,000;
- W.E.G. fee: P600;
- Legal Research Fee: P20;
- Express Lane fee: P500
These fees are payable at the Immigration (Airport) counter in Manila and are separate from the visa fee to be paid at the Philippine Consulate General.
Balikbayans
The following are considered balikbayans:
- a Filipino citizen who has been continuously out of the Philippines for more a period of at least one year;
- a Filipino overseas worker;
- a former Filipino citizen; and
- the alien spouse and children of balikbayans as defined in categories 1, 2, and 3 traveling with them unless the spouse is an excludable alien.
Balikbayans enjoy the following benefits:
- Exemption from travel tax;
- Visa-free entry to the Philippines for a period of one year for foreign passport holders;
- Duty-free shopping privilege of up to US$2,000.00 with the following limitations:
- shopping must be done within 2 days upon arrival and
- purchases must be made personally by the balikbayan.
These benefits are available to Balikbayans every time they enter the Philippines, regardless of their frequent travel.
Balikbayan privileges are extended to the alien spouse and children of Filipinos and former Filipino citizens. This allows visa-free entries into the Philippines for the alien spouse and their children traveling with the Filipino or former Filipino citizen for a stay in the Philippines of up to 1 year.
Immigrant (Sec. 13 - A, G)
A non-quota immigrant visa may be granted to the spouse and unmarried children under 21 years of age of Philippine citizens (13A) and to former Filipinos who have already acquired foreign citizenships including their spouse and unmarried minor children (13G). Following are the requirements for a 13A visa:
- Passport (valid at least 6 months from date of application)
- Duly accomplished visa application form (Form 3)
- Six (6) 2 x 2 photos, applicant’s signature on bottom front
- Documentary evidence to prove spouse's or either parent's Philippine citizenship and to show applicant's relationship to the Philippine citizen such as original birth certificate, Philippine passport, marriage contract.
- Medical Examination Report (FA Form 11 - available at the Consulate) duly accomplished by a licensed physician and whose signature must be duly notarized; together with a life-size chest x-ray film and laboratory reports (original and two (2) copies.) Medical Examination Report should not be more than six (6) months from the date of application.
- Police Clearance Certificate - Please apply 15 days before date of departure for the Philippines at the following address:

- Honolulu, HI 96183
- Evidence of sound financial status e.g. proof of real property, investment, bank certification, pension, notarized Affidavit of Support from a relative in the Philippines, attaching documents to substantiate declaration or claim
- Personal Appearance for Interview
- Visa Fee of $150 payable in cash or money order only
Following are the requirements for a 13G Visa:
- Passport (valid at least 6 months from date of application)
- Certificate of Naturalization
- Original and two (2) copies each of the following:
- Duly accomplished visa application form (Form 3)
- Six (6) 2 x 2 photos, applicant’s signature on front left side
- Documentary evidence of former Philippine citizenship e.g. old Philippine passport, original birth certificate. Foreign spouse and minor children must present legal proof of relationship such as marriage contract, birth certificate.
- Medical Examination Report (FA Form 11 - available at the Consulate) duly accomplished by a licensed physician and whose signature must be duly notarized; together with a life-size chest x-ray film and laboratory reports (original and two (2) copies.) Medical Examination Report should not be more than six (6) months from the date of application.
- Police Clearance Certificate - Please apply 15 days before date of departure for the Philippines at the following address:

Note for 13A and 13G visas: Processing time for the 13 A and G visas is two (2) weeks after complete submission of above requirements.
