Authentication and Notarial Services

Philippine government agencies, private banks, institutions and parties require that documents for use in the Philippines, and whose signatories are abroad at the time of the document�s execution, be notarized or authenticated by the nearest Philippine Embassy or Consulate.

Samples of the most commonly used legal forms (i.e. affidavit and special power of attorney) are available at the Consulate. The Consulate, however, does not prepare legal documentation. Parties must draw up the instrument on their own and/or with the advise of their lawyers.

Procedure & Requirements for Notarization:

  1. Signatories to the documents must personally appear at the Consulate to affix their signatures to the document.


  2. Signatories must present a valid photo ID for identification purposes.


  3. Pay a fee of $25.00 in cash, postal money order or cashier�s check payable to the Philippine Consulate. Personal checks are not accepted.


  4. Completed documents are released the following day between 2:00-4:00 p.m.

Procedure & Requirements for Authentication:

  • Documents Executed in Hawaii


    1. If signatories to the document cannot personally appear at the Consulate, they can appear before any notary public and have the documents notarized.


    2. The notarized document is then presented to the Clerk of the Circuit Court for verification of the notary�s signature and commission.


    3. The notarized document verified by the Clerk of Court is then submitted to the Consulate for authentication together with a fee of $25.00 in cash, postal money order or cashier�s check payable to the Philippine Consulate General. Personal checks are not accepted.


    4. Completed documents are released the following day between 2:00-4:00 p.m.


  • Documents Executed in American Samoa


    1. If signatories to the document cannot personally appear at the Consulate, they can appear before any notary public and have the documents notarized.


    2. The notarized document is presented to the Office of the Governor of American Samoa which issues a letter signed by the Lieutenant Governor of American Samoa certifying the authenticity of the document as well as the authority of the notary public.


  • Documents for authentication which are sent through mail must be accompanied by a self-addressed, stamped envelope for the return of authenticated documents to applicants.


  • N.B. If documents (school records, police clearance, court orders or decrees, business registration, import permit for animals and plants) are signed and/or verified by officials other than the Clerks of Court, please call the Consulate (Tel. 595-6316 to 19 extension 239) for guidelines.
