Olay (originally called Oil Of Olay) has been around for decades and seems to consistently attract the type of buyer that is very price concious but is willing to pay a tad more when compared to the lowest-end, least expensive drugstore products. Over the years the line has evolved to having several different products for multiple skin types and concerns. They have had great success with their Regenerist line that uses certain amino acid peptides similar to those in more expensive brands.
But, it seems that at the $20-$30 price point there is only so much a company is willing to put into a product before it affects there overhead too greatly. While the exact peptide concentration in the Olay Regenerist line isn't precisely known (since they do not publish this information), it apprently isn't enough to make much of a difference since most reviewers have reported no change in their skin. This is almost certainly because of formulation drawbacks and not because of the lack off effectiveness of the amino acid peptides themselves, because there are other formulas from other lines that also use amino acid peptides in their formulas that have been ranked very high by reviewers (see Xeridian Skincare, Fusion Beauty, OHTpeptide-3, etc.).
The most consistent comment from our reviewers was that Olay products are usually good moisturizers. They seem to be quite skilled at making moisturizers, but less so at making actual anti-aging formulas. So if you are looking for a good line of inexpensive moisturizers and perhaps some age-prevention (but probably not age-rewind) this could be a line worth looking at and it's available at most drugstores.

Price vary considerably depending on the retailer and product but for face products they seem to cap out at around $30 and eye products seem to cap out at around $20
