Saruman is 'persuading' Gandalf to join him and the Dark Lord.

Mostly the armies of Mordor and Isengard, but also smaller evils like Moria and the Barrow Wights fall under this cathegory. They have less named heroes, and less powerful ones than the Forces of Good, but they make up for that with loads of cheap troops. And you wouldn't want to meet a Ringwraith in a dark alley either...
