Strategy Deployment Action Plan (cont.)

The next step is to track progress.

Central office survey data is sent to the District, by county, on a quarterly basis. The data provides route, mile marker location, type and number deficiencies, and the date inspected.

The data is then used by the Highway Administrator and County Managers to assess where deficiency levels are going up or down, based on their annual planning OPI goals. The County Mangers also track labor resource allocation by OPI area.

District 10 has monthly progress meetings concerning plan preparation that affects the multi-year work plan and capital budget program. Participants are Planning and Production employees, environmental employees, right of way employees, budgetary controllers, design engineers, administrators, and the facilities engineer. Also invited is anyone associate with any of the projects and the District's Federal Highway Coordinator.

And finally, always and continuously develop future projections.

District 10 will continue to concentrate its resources on the priority system until we reach a steady state condition, projected in 2006. The general and urban system will be balanced between the remainder of the pavement allocations, based upon the lowest PCRs.

The District continues to strive to incorporate preventative maintenance techniques into the program, but slips/landslides associated with our rugged terrain continue to drain our already limited resources, prohibiting many proactive measures in this area at this time.


Results:

State wide comparative data based on all areas of the Organizational Performance Index lists District 10 as the benchmark district at 87.04% of the total index value.


Summary

District 10 follows the direction and strategic planning model set forth in the Government Criteria of the Ohio Award for Excellence. The success of this planning effort is largely due to the integration or our mission, vision, values, and goals, coupled with a communication plan to involve all staff and share all information.
