Strategy Deployment- The Multi-Year Work Plan
The Multi-Year Work Plan (MYWP) was developed to produce a list of project needs, which includes an assessment of system condition measures and their relationship to alternative funding levels.
The MYWP allows ODOT to forecast future District allocations, track deficient pavements and bridges, predict future pavement and bridge needs, and determine expected system-level improvements for given levels of funding. The MYWP requires the District to conduct a system wide analysis, within a fiscally constrained allocation, as the basis for scheduling projects.
The process of developing the MYWP was implemented during the winter of 1999-2000. The first step was to put together a multi-disciplined team to analyze existing conditions and forecast future conditions of both pavements and bridges.
The MYWP team consisted of County Managers, who were intimately familiar with pavement and bridges on all state routes within their county; the District Technician, who had been designing pavement plans for thirty years; the District Bridge Engineer, the Highway Management Engineer; Bridge Inspector; District Traffic Engineer and finally, one of the District�s best facilitator�s to keep the team focused.
