Strategy Deployment Action Plan

The next step was to identify our key human resource requirements based on the strategic objectives and action plans.

In February and March of 2000, the Business and Human Resource Administrator, Personnel Administrative Assistant, and the District Fiscal Officer met and reviewed staffing with each administrator and the District Deputy Director. This process looked at every position that was eligible for the recent buy out, the necessity of back filling that vacancy if vacated, and how that position linked to the core functions of the district both today and in the future.

The core functions were based on the assumption that today's operation and direction would remain the same through 2003. Through this process, more than 10 positions were eliminated from the future table of organization or combined with existing positions to limit the need to fill vacancies.

The staff felt that the best opportunity to continue the fiscal responsibility of the past was to assure all filled vacancies met the agency mission and the district's need to fulfill that mission.
