The PPDO-GIS Section was created through an office memorandum in 2001, but GIS activities within PPDO started even before that. Under ARD-GOLD Projects, the PPDO conducted a pilot GIS application on the Minimum Basic Needs (MBN) of the Municipality of Corella.

In 2001, the Bohol Provincial Government entered to a Memorandum of Agreement with the Environmental Science for Social Change (ESSC) to guide the GIS Section in the implementation of GIS. Equipments, both hardware and software, where purchased but most of the activities were only digitizing works. Digitized were features found in the NAMRIA’s Topographic Map, scale 1:50,000.

For over a year the PPDO-GIS only digitized these map sheets with no clear GIS application. Through the team’s initiatives, the GIS Section started to convert the digital map files (in AutoCAD dwg files) to ESRI’s shapefiles format. A platform for data storing was created but all these were stopped during its initial stage to undertake a different course.

In 2003, the PPDO hired the services of Mr. Gussy Villa-Real of the Asia Forest Network (AFN) to lead the GIS Section in the implementation of GIS. The new task laid to the GIS Team was to produce a Municipal Facilities Map. Community-Base Mapping activities were conducted down to the barangay level. Digitizing works followed and before we completed an entire municipality, Mr. Villa-Real’s contract expired and the GIS Team was left with digitized barangay maps and without the capability or knowhow as to the consolidation of these maps.

As to the present (2204), the GTZ is extending assistance to the Bohol Provincial Government through the PPDO on a water related project. Included in the package is to enhance the capabilities of the PPDO-GIS Section and to establish data collaboration with various departments of the Provincial Government. It is hoped that this undertaking will boost performance and efficiency of the PPDO-GIS Section.
