PATH Fast Track Scheme
Objectives
It is the aim of this programme to train minority ethnic people so that they possess sufficient knowledge, skills and understanding to be the Chief Executive of a small to medium size housing association registered with the Housing Corperation, or to be the departmental manager of a medium to a large size registered 'main stream' housing association. This training program became necessary bacause of considerable under-representation of black people in such positions at the present time.
Trainees
The trainees be minority ethnic people who have the necessary basic skills and personal attributes to achieve these objectives.
There are no formal age or academic requirements. However it would be exceptional for a trainee to be younger than thier mid-twenties. Further, individuals undergoing training are expected to be capable of achieving or already have appropiate professional qualifications in terms of thier intellectual ability.
Partnership
The scheme and Board aim to comprise local representatives of the Housing Corperation West Midlands, Institute of Housing(Coventry), Board of PATH West Midlands and Birmingham City Council (Director of Equalities) as well as National input from PATH Local Authorities, PATH London, Salford University, CEEDS Manchester, and Merseyside Skills Training.
Methods of Training
To achieve the objectives trainees will:
Spend the mojority of thier time in two host housing organistions.
Have monthly programs in other housing orgainisations.
Attend a small number of seminars and tutorials.
Attend mentoring and experience sessions with a matched Chief Executive.
The training spent with the host orgainsations is intended to give students the necessary knowledge, skills, and understanding of housing association work.
Role of PATH
PATH will endeavour to promote successes within the scheme by fulfilling its role to:
Recruit appropiate trainees.
Arrange training programmes with host organisations.
Monitor progress on that programme, where necessary varying the programme as appropiate and taking any necessary action in conjunction with the host orgainsation.
Orginise tutorial sessions.
Provide an individual mentor for the trainee.
Provide an exit route.
Administor all necessary training allowances, and costs.
Role of Host Organisation.
To provide appropiate working facilities to the trainee as if an employee.
To provide, from amongst staff, internal tutor to act as the main co-ordinator of training within the orgainisation. This individual's main responsabilities would be to:
