Established under the 'Positive Action' provision of the RACE RELATIONS ACT(1976).

This legislation permits the running of training courses for people of particular minority ethnic groups helping to obtain jobs in particular areas where that group is under-represented. Positive action is, in Lord Scarman`s words, 'only a means to an end' - 'the law should declare the general principle of equal justice for all under the law, while recognizing the temporary and limited exception in favour of members of disadvantaged groups.'

PATH West Midlands has enjoyed 12 years of successfully addressing under-representation for:
