4.  The Supplemental Draft
a.  Timing and Function
The Supplemental draft takes place at the end of the auction. This will be a draft format, as opposed to the bidding format of the auction.  It will provide each franchise with an extra four (4) players to create a bench from which the franchise owners may interchange players with their starting 23-man roster.
  Remember: the statistics from bench players do
NOT count towards the total each week, when figuring out who won that week's game. 
  Also note: in order for a bench player to be added to the starting roster and have his stats count for the upcoming week's game-period, that player must be added PRIOR to the  week beginning and before the set deadline.  Any roster moves or transactions during the week will
ONLY count once the following week's game-period has begun.

b.  The Format
The format for the Supplemental Draft is a straight draft.  The franchises will be picked in a random order.  The selection of this order shall take place two (2) weeks prior to the Supplemental Draft, in order to facilitate the possibility of trading for/with draft picks. (see II(4)(c) below) 
  The draft will proceed from top to bottom and bottom to top - for example: 1, 2, 3, 4, 4, 3, 2, 1.... and so forth.  Each franchise will draft four players.

c.  Trading Draft Picks
It is possible to trade draft picks in exchange for players.  Withing two (2) weeks of the date set for the Supplemental Draft,  the random picking order for the draft will be announced.  At any time from that date up to the start of the Supplemental Draft, a franchise may trade players in a deal involving draft picks.

Please note: A franchise's roster may drop below 23 players up until the conclusion of the supplemental draft.  At the conclusion of the draft, a franchise must have
all positions filled at all times. Up until the draft is concluded, a franchise is permitted to have unfilled positions (i.e. due to multi-player trades, trades for drops or for draft picks).

5.  The Bench
At the end of the season, only those players designated as starters - those placed in the 23 roster spots - count towards a franchise's statistics.  The remaining players are considered bench players and do
not count towards a team's final statistics.  A franchise's owner(s) may move players from starting positions to bench positions at any time during the season, and as many times as the owner likes, until a date set by the Commissioner at the end of the season. 
 
a.   DL Spot
  There will be a 1 player DL for each team for a player who is placed on a team's official disabled list - NOT for day to day players.  For example, if the MLB team officially states that player X is on the 15 day DL, and the owener's team has no one currently occupying the DL spot, then that owner may designate that player X be put in the DL spot.  Once an MLB team officially activates player X from the DL, then the team owner must remove player X from the DL spot.
  If a team owner has 2 players who are on the DL, only ONE of them may be put in the DL spot at any given time. 
  If a player is due to be activated from the DL during the middle of a game-period week, then the team owner must decide what roster position the DL player will occupy (either bench, DL, or as a starter)
before the start of the game-period.  A player who is on the DL may still occupy a starting position, but will be ineligible to score points until that player is activated from the DL.
  NOTE: The DL spot is separate from and in addition to the 4-man bench.
