Site-based decision making (SBDM) at Starcrest is a collaborative and ongoing process which empowers all stakeholders and facilitates decision making by those most affected or responsible with the goal of overall school improvement leading to increased student achievement.

Rational for Site Based Decision Making Council

SBDM is prefered to central office administration because ownership in a decision enhances the quality of that decision and the likelihood of a successful outcome. In addition, teachers are professionals who possess expertise to make key decisions about schooling. Those who work closest with students should have the most decision making power in a school. These beliefs influenced Starcrest Secondary school to re-evaluate its management roles and restructure the decision making process.

Teachers, parents, students, administrators and community members all have a vested interest in the education of our youth. Because of their concern and commitment for our students, these people are invited to be a part of the site based decision making model.



Council Members

The Site Based Decision Making council initially consists of fourteen members:
  • Two administrators from the school: The principal and vice-principal.
  • Five teachers from the school - preferably from different departments.
  • Two parents - preferably a parent of a senior student (grade 11 or 12) and a parent of a junior student (grade 9 or 10).
  • Two students - preferably one junior and one senior student.
  • Two community members
  • One board office member. At the initial start up of the SBDM council, the superintendent will sit on the council. Once the process is running smoothly, the superintendent will remove herself from the SBDM council.

    Role of SBDM Council

    The SBDM council operates by consensus decision making. The SBDM council is responsible for:

  • developing school policies
  • implementing school policies
  • allocating the school budget
  • hiring new staff members
  • working collaboratively with appointed task forces on specific school issues
  • approving ideas generated by the task forces
  • meeting once a month to discuss issues and present proposals outlined by the task forces.

    Role of Task Forces

    Individual task forces research and discuss specific school issues, then propose policy recommendations to the SBDM team.

    The task forces consist of six people. One of the members of each task force is also a member of the SBDM council. The role of this person is to act as a liaison between the task force and the SBDM council. The remaining five members are a combination of teachers, students, administrators, and community members. Each task force must have three teachers.

    The task forces spreads the decision-making responsibilities beyond the SBDM council, which prevents elitism and combats burnout among those who sit on the council.

    The task forces do not meet on a regular basis. They may meet weekly while a topic is controversial, then not meet again for six months when there are limited concerns.



    Task Force on Discipline

    This committee consists of six members: three teachers and three others. One member of this task force will act as a liaison between this Task Force and the SBDM team.

    The functions and responsibilities of the Discipline Task Force will be to:
  • deal with specific issues related to discipline
  • review and monitor monthly office referral data
  • study and research issues in order to come up with a policy suggestion
  • propose amendments to policy statements based on research accomplished by the group
  • endeavor to make fair judgements on all matters related to discipline
  • undertake to suggest policy changes which promote both staff and student growth
  • make consistent recommendations for school growth plan
  • agree to study all issues in a timely fashion

  • Task Force on Technology

    This committee consists of six members: three teachers and three others. One member of this task force will act as a liaison between this Task Force and the SBDM team.

    The functions and responsibilities of the Technology Task Force will be to:
  • liaison with the SBDM team on a monthly basis and perform specific tasks assigned by the SBDM team (gather information, generate solutions, and solicit feedback from those affected
  • meet regularly at least once a month and additional times as necessary.
  • promote the integration of technology across the curriculum.
  • develop goals and strategies for implementation of technology in a variety of ways.
  • insure proper maintenance is being done for all technological equipment on a regular basis.
  • evelop a plan for continual assessment of existing equipment and make recommendations for purchasing new equipment.
  • make recommendations for annual goals concerning technology for the school growth Plan.
  • develop yearly Pro-D proposals to reflect technology needs for the staff.

  • Task Force on Student Performance

    This committee consists of six members: three teachers and three others. One member of this task force will act as a liaison between this Task Force and the SBDM team.

    The functions and responsibilities of the Student Performance Task Force will be to:
  • liaison with the SBDM team on a monthly basis and perform specific tasks assigned by the SBDM team
  • meet regularly at least once a month and additional times as necessary.
  • promote high achievement standards for all students.
  • collect and analyze school data to make recommendations for annual school goals concerning student achievement in the school growth plan
  • identify needs and make recommendations for school courses and programs.
  • monitor individual and group academic progress.
  • maintain the school honor roll, 110% club, and special recognition awards.
  • plan a year end Awards Ceremony in conjunction with the Art Show/Band concert.
  • Task Force on Extra-curricular Activities

    This committee consists of six members: three teachers and three others. One member of this task force will act as a liaison between this Task Force and the SBDM team.

    The functions and responsibilities of the Extra-curricular Task Force will be to:
  • establish a support network for extra-curricular athletics and fine arts within the school
  • coordinate fund-raising and parent volunteers for extra-curricular needs at Starcrest
  • investigate the feasibility of additional extra-curricular activities for Starcrest

  • Task Force on Budget

    This committee consists of six members: three teachers and three others. One member of this task force will act as a liaison between this Task Force and the SBDM team.

    The functions and responsibilities of the Budget Task Force will be to:

  • by request of the principal, establish appropriate procedures and supports for the financial management of Starcrest, and implement a monitoring system
  • determine budgeting principles and a funding distribution model that follows the education plan set forth by the SBDM team
  • propose amendments to policies regarding budgetary items
  • work collaboratively with the principal and the SBDM committee, will recommend resource allocation for appropriate areas (decentralized expenditures), in a responsible and accountable manner
