MIRD envisions the empowerment and active participation of the marginalized and less privileged sectors in Mindanao. 

MIRD specifically aims at transforming war-torn communities and other areas affected by armed conflict into self-reliant communities and as inspiring models of development.  Along this direction, MIRD shall conscientiously work to deliver its Capacity-Building, Skills Training Services and other available forms of assistance designed to further develop and enhance all ongoing development efforts and initiatives in these communities.

With its prime advocacy for a truly meaningful grassroots participation at all levels and stages in the community decision-making structures and processes, MIRD serves as a alternative center working for a genuine people's democratic participation in governance.

MIRD deeply values the very rich potentials of various cultures and believes in efforts towards cultural harmony and integration.  MIRD, thus, pursues serious efforts along "sharing and appreciation of multiple cultures" weaving cultural diversity into a culture of acceptance and respect.

Recognizing that access to economic opportunities serves as the key to social empowerment, MIRD shall continue to facilitate development of more community-based enterprises and self-employment creation for the less privileged and marginalized informal sectors  particularly, the women, fisherfolks, farmers, and sidewalk vendors.

Through its Relief and Emergency Response Component Program, MIRD assists Government Agencies (GAs) and other Non-government Organization (NGOs) in restoring trust and confidence among Internally Displaced Families and communities.

Through its various specialized programs and services, MIRD extends to offer its capacity development services to Local NGOs, People’s Organization and other partners for a more effective proactive development intervention.

To keep all ongoing development efforts well-coordinated, MIRD pursues to sustain initiatives along setting-up of working structures and formal institutions to oversee the over-all development trend.  Initially, it shall facilitate the setting-up of a coordinating structure for the Peace and Development Advocates (PDAs) Leagues in the Provinces of Basilan, Sulu and Tawi-Tawi.
