
Major Program Components
1.
Community Organizing-Community Development
Primarily it deals with
all the necessary social preparation
activities for communities with the strategic objective of transforming people’s
organizations and groups into active players in governance. The assigned
Provincial Coordinator will assist the communities in identifying potential
individuals to be trained and be capacitated on community organizing after
which, the latter assumes responsibilities as
recognized community-organizers/facilitators. This component aims at
integrating people’s organization into the Barangay Development Council, where
networking becomes an integral part of the desired CO-CD process.
2.
Capacity Building
Primarily designed to capacitate people’s
organization and assist communities in problem identification, community
planning process, organizational management and project implementation,
management and monitoring. Possible trainings to be provided are
Strategic Planning, Barangay Development Planning through Participatory Resource
Appraisal, Project Management, Bookkeeping and Financial Management, Savings
Mobilization and Cooperative Development, Local Governance and Organizational
Development.
This component is also engaged with strong
development initiatives and facilitating capacity development for NGOs and other
key development players in the area through the conduct of capability building
activities and skills trainings specifically on installing community enterprise
system and community fund management, project management & monitoring.
3.
Education and Functional Literacy
A.
Level I
This level is designed to provide basic non-formal
education for prospective learner beneficiaries who have not gone to school.
Included in the learning modules are Filipino-English reading, writing and
arithmetic, which are integrated with Islamic sessions, reproductive health
session, nutrition, community health and sanitation, savings, social awareness
and civic consciousness. Medium of instruction for level I is purely local
dialect.
B.
Level II
Level II is designed as a continuing module for those who are
graduates of level I. This will also cater the Out of School Youth who have
learning deficiency in English and Mathematics. Values formation may vary from
group of learners/classes but is assured part of the curriculum. Medium of
instruction is local dialect. English may also be used as may be desired by the
teachers based on evaluation.
4.
Relief and Emergency Response
Access assistance from partner organizations/NGOs,
and assists these service providers in the conduct of relief operations to the affected areas
and evacuation centers. Aside from delivery, MIRD will also assist partners in
the conduct of area assessment and validation of affected communities.
5.
Livelihood and Credit Assistance Program
A.
Entrepreneurship and Skills Training
Designed to train PO’s selected potential members in any
trade area that are suited to their interest and potentials. Part of the
project component is skills training on installing community enterprise
system and study of market viability of set-up community-based enterprises,
community fund management, and project management & monitoring.
B.
Credit Assistance & Micro-lending Program
This is intended to provide capital assistance to
finance small-scale enterprises and self-employment creation for less privileged
and marginalized sectors that include women, fisherfolks, farmers, and sidewalk
vendors. Target proponents are people’s organizations. Granting of finance
assistance is based on project criteria. One consideration is the feasibility of the
business action plan of the proponent organization.
6.
Health and Sanitation
This component is integrated with Education and
Functional Literacy Program. It is basically health education and referrals.
Medical and dental outreach is part of the project through the assistance of
probable partner agencies.
7. Governance and Advocacy
The
objective of this project is to strengthen the capacity of the Barangay LGUs and other key development
players in the planning process. Installing development mechanisms, systems and
procedures at the community through which community members are consulted and
participated in such processes are considered key result area of this
component. MIRD is forefront in assisting communities and barangays in
community development planning through participatory resource appraisal.
8. Referrals
MIRD believes in helping the needy can be done at
all legal means. Referrals system is an alternative to limited resources in
enforcing help and assistance to community beneficiaries. MIRD has wide
networks and linkages with national and international organizations to refer
client’s needs that are beyond its capacity to response.
9. Technical Assistance and Consultancy
MIRD is composed of highly motivated and competent young
professionals engaged in various professions whohave the technical capability
specialized in different areas for consultancy services. Services are along
community Organizing-Community Development (social preparation for traditional
communities and project-based approach), People’s Organization and Cooperative
Development, Capability Building Trainings, Community-based Enterprise and
Micro-financing, Infrastructure Development such as Civil Works, Electrical
Works, and Architectural design.
