San Anotonio,Tx.-In 1932-Elmer Doolin walked into a San Antonio cafe for a sandwich and ordered a side order of corn chips. He enjoyed the chips so much that he bought the recipe, some manufacturing equipment and the cafe's sales accounts for $100-dollars. The Texas Ethic Commission ruled in November of 2006 that a public official in Texas, receiving money as a gift such as from
a lobbist, need to disclose only that he received "a check" or "cash" and need not disclose how much money the actual amount totaled. District Attorney is quoted as saying "it is now perfectly legal to report the gift of a wheelbarrow without reporting that the wheelbarrow was filled with gold.

National Public Radio reported back in October 2006 that thousands of prison inmates are using cell phones (which are contraband in ALL Correctional Facilities) and the problem has gotten so bad a Warden in Texas reported getting a call from the mother of an inmate, demanding that the warden do something to improve cell-phone reception in the prison so she can chat more easily with her son. In another Texas Prison Unit the mail room when proof reading incoming mail, "Read " In one letter from a mother to her son, do not worry son, when I get paid next week, I will put another $20.00 dollars on your phone card so you can keep in touch with your friends in Mexico. Shortly there after, the prison Unit in Huntsville, Texas. Conducted a "Shakedown", and found 15 seperate cell phones. One guard asking not to be named reported, we just had a "Shakedown", less than a month before that. They are making there way into the prison's by people who work at the prison.
