Regarding the Evacuation of Harrowdale by Imperial Forces of the Zhent Alliance

Be it known that I, Cardus Orn, Castellan and Commander of the Zhentilar Garrison, do hereby declare:

By Proclamation of Fzoul Chembryl, High Lord of Zhentil Keep, on this, the 7th day of Marpenoth in the Year of Rogue Dragons, Thirteen Hundred and Seventy Three years since the raising of the Standing Stone; �We of the Imperial Army of Zhentil Keep, no longer required to keep the peace and to protect the good citizens of Harrowdale from unlawful usurpers, shall depart these shores forthwith, and leave with you the blessings of Bane, the Dark Lord and Divine Sovereign of the Moonsea.

�Let it be known that We arrived on these shores solely, and with great deliberation, at the request of Erethun Rivenstave, alone surviving the Council of Burghers that rightfully rule this land, for inclusion into the Zhentilar Alliance, formed on the 5th day of Kythorn in the Year of Rogue Dragons, for the purpose of common defense against the wyrms that threaten all human lands. Though previously and heartily engaged in the defense of Our own realm from marauding drakes, the Zhentilar Alliance asserts the continuing supremacy of human kingdoms throughout Faer�n, and to this end, We granted the High Burgher�s request.

�Having dutifully extended the righteous might of the Zhentilar Imperial Navy to the defense of the Harran people, it became clear in time that the High Burgher was, in fact, a traitor to his people, guilty of various and sundry crimes, among these Conspiracy, Murder, and most grievous of all, Treason. Zhentilar forces learned that it was Rivenstave who orchestrated the heinous strike of his draconic agents on the Harran Council Building, murdering thereby his fellow Councillors and unlawfully seizing control of this Dale.

�Having unmasked Rivenstave�s Perfidious Deceit, Alliance representatives arrested and executed him, by the terms of Alliance Martial Law, and in the good name of the Harran people. We wish no ill-will to the folk of Harrowdale, who, like those brave soldiers of the Alliance, were deceived and betrayed by this most Vile and Unscrupulous of Villains.

�By the 10th day of Marpenoth in the Year of Rogue Dragons, three days hence, all Zhentilar shall vacate the coast of Harrowdale and its associated territories. Having provided a bulwark of defense against wyrms, which, in the meantime, ravaged much of Cormyr, razed portions of Daggerdale, and which claimed no less than thirteen ships along the Inner Sea coast, We hope that the Harran people shall come to remember Our service to their aid and protection, and for Our investigation and resolution of the Council Murders.�
