The flak turret, a relatively fast turning immobile unit that specializes in taking out your scout.  The main problem this base unit will pose is its exploding shells that are flung at you from a long distance off and explode not unlike a mine as soon as their blast radius consumes you.  Therefore, be wary if you notice these turrets placed around a base.  Their main capabilties actually reside in taking out missiles and/or pulse shells to prevent a sniper from obliterating a base, hence the exploding flak shells.  However, the flak shell also will send your scout high enough into the air that you have to worry about a gun turret aiming up and tearing you apart before you make it to the ground.  The basic way to avoid these dangers i to find the loophole in their firing.  Flak turrets always use anticipation to fire.  If you are moving towards a point they will fire their volley of three shells right where you will be if you continue that same course.  Therefore, you will want to drive slightly to the right or left of your target flak turret until it fires and quickly switch to a good bit to the opposite side of your target.  This makes the shellls miss you by a large enough margin that you will not have to worry the shells doing substantial damage if any.  Do not be afraid to use the shift key to speed up your ascent if the shells are causing trouble.  With a flak turret targeted, the lighted up zone on your close range radar shows their range.  Simply get within the zone and you can tear the flak apart without worry.

Part 2
In the world of scouting, there are many minor obstacles (as far as the few units that threaten a scout) that need to be overcome.  One of the largest however, is the piercer missile.  Yet, there are simple defensive maneuvers if not simple knowledge that can easily save you from these threats of the skies.  First of all, the most simple maneuver that is not available to the tank without considerable fuel consumption is simply to strafe away.  Your scout has to be facing the missile as it advanced or your rump has to be when you strafe however, otherwise it might still have the turning capabilities to nail you no matter your strafing maneuver.  In addition, you can also prepare yourself as far as simply eliminating the missiles goes with the suggestions in the keymap section.  However, as with most strategies, there is a drawback to simply destroying piercers.  For instance, the standard situation of you doing the necessary damage to an opponent and another enemy closes in wanting to finish you off before losing his/her friend simply evade any piercers thrown at you.  Strafing slightly more than would be necessary in simple tank versus scout combat but that extra few seconds of damage can always be critical.  All in all, your only real worry with this missile is at close range firing.  However, then is when you should be pulling off your fastest maneuvers.  Therefore, your scout agility should easily decrease any worries over close range piercer hits.
Up close flak turrets are defenseless...
Agility will be your anti-piercer...
