In 1997, the City of Wilmer had only a few businesses, stagnant growth and financially were living paycheck to paycheck. In the years since, we have seen residential and business growth, financial problems working themselves through, optimism and hope. To that end, we are now in a new era for Wilmer, with the development of 7000 acres of Industrial growth on the horizon, water and sanitary sewer issues being resolved and upgraded, new residential development making plans and filing plats and an entire swing from stagnation to growth. We do not want it to stop now. The "Let's Keep The Train Rolling..." slogan is exactly that. It is our way of grouping and rallying a town behind this new growth and prosperity for Wilmer. Dear Citizens of Wilmer,

I am pleased to announce to you a project called an Intermodal Railport that the City of Wilmer has been working on for six years now with Union Pacific Railroad. This is a project that will bring new jobs, new growth and new business to Wilmer in rapid form. In this depressed economy that the United States is going through now, this is a huge contribution to the City of Wilmer, and I am pleased to be a part of it. This project will spur more transport and industrial business over the next several years that when completed, is estimated to bring 10,000 jobs and a $20 million property and inventory tax base to Wilmer. This project will be environmentally friendly, economically explosive and will multiply in business form with a much-needed growth to this area. The revenue will abound us, the growth will enlighten us and the improvements to our water and sanitation sewer infrastructure will rebuild us. We are working for you! We have worked tirelessly to bring new homes, new businesses and new development, and all of our hard work is paying off now. We currently have approximately 900 homes in Wilmer. We are currently reviewing 1100 more to build here. That is twice the number of homes already in Wilmer, and when approved, these additional 1100 homes will bring more residents and more tax base than we currently have. I will strive to continue to bring this new growth until we are flourishing just as our neighboring cities are. And there are still more new things to come. In just the last two years we have seen 12 new businesses work their way to Wilmer. The job base from new development will include jobs ranging from minimum wage hourly jobs to 6 figure management positions, and will start with a nice construction job base that should employ many of our residents and their family members once construction begins around April. The City Administrator has arranged to spend grant monies at no cost to the city to install a 12-inch water line to connect the east side of Wilmer in a new loop for better water distribution. He has my full support to keep all of us in his thoughts as he develops relationships with these fine developers and landowners that are working as hard as we are to keep improving the quality of life for all of us here in Wilmer. I know the rest of the Council Members are in full support as much as I am, and to this end we will build a �New Wilmer.� I hope you will welcome this and the other projects we are bringing to you with open arms and a hearty smile just as I have, and let�s all �KEEP THE TRAIN ROLLING�"

YOUR CITY COUNCIL ACCOMPLISHMENTS IN LAST TWO YEARS

For over seven years, Prime Rail Interest, Inc. has been pursuing a development plan to bring new business, jobs, and utility infrastructure to the City of Wilmer.  The first major business is being announced on January 30, 2004.  It is the Union Pacific Intermodal Railport to be located on Interstate 45.  Phase I of this project will be developed at a cost exceeding $80 million.  However, the intermodal is not the most important impact to the community.  Experience has shown the number of corporations that locate in proximity to intermodal facilities produce the greater economic impacts on tax base, jobs and community development.

Working with former Mayor Eugene Lowe and other city leaders in 2000, we came close to final commitment by the railroad for the intermodal project.  However, the railroads strategic analysis was not complete and the project was delayed.  Subsequently, Prime Rail has continued efforts to obtain commitment from Union Pacific Railroad.  In 2002 and 2003 the railroad strategic planning for the Dallas/Fort Worth area came to recognize the importance of an Interstate 45 intermodal location and the benefits of the amazing logistics location.  During this period, Prime Rail continued communication with the city of Wilmer and has worked with the City Administrator, Thom Lauer with respect to issues related to the intermodal.  The intermodal project and related development plan will have significant impact on the City of Wilmer producing an estimated 10,000 jobs and over $20 million in property and inventory tax as the area develops.
Prime Rail Interest appreciates the professional manner and confidentiality in which the City Administrator and key city leaders have assisted with the intermodal project and looks forward to results of our continuous efforts to bring jobs, tax base growth, and infrastructure improvements to the city.
