ARTICLE XVI
GENERAL PROVISIONS

Section 1.

KAAKBAY shall have its own publication.

Section 2.

KAAKBAY shall affiliate itself with any national organization whose ideals and principles are in compliance with the Tri-People Youth Agenda.

Section 3.

All democratic rights of the members not mentioned in this Constitution and By-laws shall be recognized and respected by KAAKBAY.

Section 4.

The KAAKBAY General Assembly of a city/provincial organization shall be the highest policy-making body.

Section 5.

All elected officers shall serve one (1) term of office, which shall commence on the day of election. There shall be a transition period of one (1) week to allow incoming officers to acclimatize themselves to their newly acquired positions, as well as to allow outgoing officers to brief incoming officers of the dynamics of the positions concerned.

Section 6.

KAAKBAY shall have at least two (2) advisers who shall be selected by the Executive Committee meeting en banc.

The advisers shall have the following functions:

a. May attend the meetings of the Executive Committee;

b. May give out views and opinions on the problems confronting KAAKBAY;

c. Shall have access to all records and documents pertaining to the operations of KAAKBAY.

Section 7.

The next in rank shall take the office in case of vacancy prior to the scheduled election and shall serve the unexpired term, unless otherwise determined by the Executive Committee that a special election be held to fill up said vacancy.
