About Constitution and By-Laws
ARTICLE XVII
RATIFICATION AND AMENDMENT

Section 1.

Any amendment or revision of this Constitution and By-laws may be proposed by the Executive Committee through a Constitutional Convention created for such purpose, provided that said proposal to amend or revise be presented to the General Assembly and be carried through a majority vote.

Section 2.

The Executive Committee and the Board of Directors en banc shall determine the members of the Constitutional Convention.

Section 3.

The members of the Constitutional Convention shall be composed of a minimum of twenty (20) commissioners and a maximum of thirty (30) commissioners representing the different unit organization, the city/provincial organization, and the affiliate organizations within the same jurisdiction.

Section 4.

Amendment of the Constitution and By-laws may likewise be proposed by the General Assembly through public initiative upon petition of thirty percent (30%) of the total population of the city/provincial organization. The Board of Directors shall facilitate this exercise.
