Association's HistoryHarwood Park is one of the oldest developments in Elkridge, Maryland, with over 350 homes. Although there has never been an official "Harwood Park Association" neighbors have come together at times when an issue was raised that would be detrimental to our neighborhood. Past events that I can recall include when the owner wanted to dump sludge on the property across from the railroad tracks to stablize the land, and when the truck stop was proposed on Route 1. The recent flooding of our stream a few years back motivated neighbors to influence the county and state to take action. As a result of these neighbors, some properties were sold in the flood plain to the county, and a major storm water management project was completed off Route 1 to prevent this type of problem from occurring again.In the past few years, over 75 new homes have been built in Harwood Park. There have been many other newcomers to the neighborhood who have purchased older homes. With so many homes and drivers in our neighborhood, there are more children walking in our streets (no sidewalks), increased traffic and increased speeding on residential roads. In the older section of Harwood Park there are few, if any, sidewalks. Taking a stroll, walking your dog, or riding a bike is more like an obstacle course, dodging vehicles speeding on the main connector roads (Athol, Highland, Loudon and Melrose Avenues and Ivy Terrace). The same problem occurs on all our other side streets. A group of dedicated neighbors have come together, determined to slow down traffic in key intersections, including crossroads near the neighborhood playground, and prevent crime.
