    IN BANNING INCIRNERATION,DOES THE CLEAN AIR LAW [RA NO.8749] AUGMENT GARBAGE PROBLEMS?






           Garbage mess in metropolitan and urban areas is real and R.A. No. 8749 [ Philippine Clean Air Act of 1999] , as well as the clean air laws of the world ,has augmented the problem because incirneration is presently banned by several environmental laws of the world.
           Under Sec. 20, RA No. 8749 incineration is defined "as burning of municipal, bio-medical and hazardous wastes, which process emits poisonous and toxic fumes."
           Because of this law many city/municipal incirnerators are now dormant, in storage and rendered inoperational.
           Instead of clean air, foul and odorous air are plentiful, affecting/ offensive to everyone's sensory[nervous]system.
           These are real problems that need immediate solution as against some health scares of science/RA No. 8749 which are seemingly unreal and inapplicable to the Philippine setting.
           Admittedly, sunlight is anti-pollutant of nature. It kills, not only many dangerous micro-organism, virus, etc. but also dried-up polluted waters. Additionally, man invented FIRE [of course, with smoke]that destroyed many hazardous elements and wastes mentioned by Rep. Act No. 8749 by direct burning or by boiling. The burning process is known legally and scientifically, "incirneration"[Sec. 20, RA No. 8749] and locally, "siga"[Tagalog"] or "daub" [Visayan].
           But a bright environmental scientist, misappreciating the anti-pollutants of nature [wind,sunlight,rain and gravity] and misreading the distributive/dispersal/disintegrating/pulling role of the blowing winds and gravity came up with a saving idea: Save the Earth["playing god"]from smoke, greenhouse gases, ODS, etc, [Sec.5a),b), h), i), j), k), l), o), r), s) and t), RA No. 8749] that "unclean the air", that "induce global warming", and that make "holes"in the ozone layer because all the enumerated situationsare dangerous to health.
           His theory has been accepted readily [to solve cancer syndrome?] by WHO and by many nations and all nations seem obligated to save the Earth from this dangerous smoke and hazardous elements and waste.
           Our Rep. Act No. 8749 approved last June 23,1999 was imported and passed as global obligation to save the Earth and Man.
           How could that be?
           INSIDE DEFECTS [i.e., his misalignment makes him vulnerable to outside factors/inside malfunctioning due to passage obstruction of his circulatory/immune system];hence, the Misalignment Theory of- "No Misalignment, No Disease." Accordingly, the correct solution of various diseases and ailments is: Since misalignment is the cause, Realignment is the cure. Unfortunately, effects of misalignment are missing in the medical books and the best explanation of the several unsolved medical syndromes of our time.
           Our problem now is this: while present incinerators are still good in solving garbage problem, the law bans incineration[Sec.20] and punishes the same with fines and imprisonment[Secs.47-48,RA 8749]. Is the ban and penalty justifiable considering that smoke cannot "liquefy" to enter the "protected" lungs or affect the ozone layer or induce global warming because of the dispersal/pulling effects of the blowing winds and gravity?
           Whether the law is worth implementing now or whether it should be repealed soonest is a million dollar question to every Filipino?
