There are two places to play in Empire City - one of the five boroughs of New York City or Xavier's School for Gifted Youngsters.
New York City - There are five boroughs that make up NYC: Manhattan, Staten Island, Brooklyn, Queens, and the Bronx. Manhattan is the most populated, and the most popular of the five. Any character who is not direct faculty or is not a student at Xavier's should live in the downtown area or somewhere nearby, since it is the main focus point of the room.
Xavier's School for Gifted Youngsters - The school is located in Salem Center, New York, which is in the very northeast corner of Westchester County. It is about a 35-minute car drive from New York City itself. Xavier's is not known as a mutant haven, and is simply seen as a private boarding school. A graduation diploma from Xavier's is just the same as any other high school, meaning all graduates have the option of then attending a college of their choice, or applying for scholarships. It also acts as a base for the X-Men, which is located in the basement of the school.
