In case of inclement weather, students will be allowed in the commons until the 8:20am bell rings. Please be aware - there is no entrance or patrols at the 116th Street doors.
Dismissal:
At 2:30 pm the instructional day ends. All students will exit the building via the south doors (the same doors entered in the morning). No one will be permitted to leave via the 116th Street doors.
Please note: Students are not to play on the playground either before or after school.
For the safety of the children, and to avoid congestion on 116th Street, the Hammond Police Department has asked the school to inform parents that cars that stop or park on 116th Street at dismissal time will be subject to being ticketed.
Breakfast Program:
Children who wish to participate in this program will be allowed to enter the cafeteria at 7:55 am. Anyone arriving before 8:10 am may acquire a breakfast. The cost is $1.00 for a student; and the reduced cost is $0.30.
Attendance Policy:

to provide upon the child's return, a signed, written note indicating the date of absence and explaining the reason for the tardiness or absence.Emergency School Closing:
Information concerning school closing will be broadcast on Radio Station WJOB - 1210 on the AM dial.
Student Dress Code :
Students, with the advice of their parents, should develop dress and grooming habits that are appropriate for school. Students will not be permitted to dress in a manner that will substantially disrupt the educational function, nor will students be permitted to dress in a manner which is unsafe, or which presents a health hazard. The following guidelines will help avoid confusion:
· Tank tops are not permitted in place of shirts or blouses.
· Shoes must be worn. Beach or shower thongs are not appropriate.
· Halter-type, backless, or bare-midriff attire cannot be worn.
· Shirts or any other attire which is obscene, suggestive, or has vulgar language printed on it is prohibited.Lunch Policy:
Your child has three options:
A. Your child may buy a hot lunch from the cafeteria:
· A monthly calendar will provide advance menu information.
· Meals may be paid for on a daily basis. Money is collected directly from the students by the cafeteria. Daily lunch is $1.50
· Meals may be paid for in advance by sending a check or cash to the school cafeteria.
· Please be sure to have your child bring their lunch money in a coin purse or wallet labeled with their name so as not to be easily lost.B. Your child may bring a lunch from home:
· Students may bring a lunch in a lunchbox or disposable container.
· Milk may be purchased (2% chocolate, whole white, skim white or 2% white) for 35 cents.C. Your child may go home for lunch:
· Students may go only to their own home for lunch. A parental note must be brought to school informing the office that your child will be going home for lunch.
· If the note is to cover two or more consecutive days, please give the dates your child will be going home.
· Students are not allowed, for safety reasons, to go to another student's home or to a restaurant for lunch unless accompanied by his/her parent.If you wish your child to leave the school grounds with you during lunchtime, please send a note with your child in the morning and meet the child in the office at the arranged time.
Please adhere to this policy so that we may help protect your child's safety.
Recess Policy:
According to school policy, except in extreme cases, with office approval, parents are asked not to request that their children remain in for recess due to illness. There are not provisions for supervision if they remain indoors during an outdoor recess period. Generally, if a child is well enough to return to school, it is expected that he/she participate in all activities. All pupils remain indoors during inclement weather and/or when the temperature is below 20 degrees.
Phone Messages to Students:
We ask that phone calls to students be confined to emergency type messages. The school secretary will take the message and send it to the classroom. We rarely bring a child to the office to talk on the telephone. Daily schedules or arrangements for after school should be made in advance.
Physical Exam Requirements:
Public Law 205 requires that all children enrolled in an Indiana School corporation be immunized against the following:
Mumps
Diphtheria
Tetanus
Whooping cough
Measles
Rubella
PolioAll kindergarten and grade one students are required by the state to have the Hepatitis B vaccine. This also applies to newly enrolled students at any grade level. If the immunization requirements are not met, the child will be excluded from school. The school nurse will be checking each health record and sending notices to parents regarding needed shots.
Homework policy:
Homework is an important part of the learning process, and has a definite place in education. It is an extension of the learning experience that children have during the instructional day. Homework is designed to aid the student in achieving classroom and school goals.
The homework given will be from one of the following categories:
- Reinforcement - this is an extension of work that has been introduced in class. This homework is designed to help strengthen the child's skills;
- Research/enrichment - this is work which involves the use of reference materials. It is often given on an extended time basis;
- Unfinished work - this is work that is not completed in class and is within the student's capability to finish at home;
- Review - students should spend time daily reviewing classroom work, preparing for tests and practicing grade level skills in each subject area; and
- Independent reading - children should read on a daily basis (this may include the child reading to an adult, an adult reading to the child, or the child reading for pleasure).
Homework may require parental assistance and should be reviewed by an adult upon completion by the student.
Medication at School:
Indiana law regarding administration of prescription or non-prescription medication requires the following policy:
- The school must receive a note from the doctor with the child's name, name of medication, dosage of medication, and the time it is to be taken.
- The school must receive a note from the parent with all of the same details as listed above. Both of these notes will be kept on file and will be valid
for one year.- The medicine must be delivered to school by the parent or guardian in the original bottle from the pharmacy, with the child's name and dosage. Non-prescription medicine must be delivered in the correct container. Medicine must not be sent in baggies, tissues, envelopes, etc.
No medicine (including aspirin, cough drops, cold tablets, etc.) can be self-administered by the student. All medication taken at school must be administered by school personnel and only when the above three points have been met.
Physical Education Guidelines:
Kindergarten and first grade students will need:
Non-marking soled gym shoes that are to be left at school and worn only in gym class.
Second through fifth grade students will need:
Non-marking soled gym shoes that are to be left at school and worn only in gym class, athletic socks, shorts and a shirt that allow for freedom of movement; and jewelry and watches are to be left in the classroom.
Exemption from Regular Physical Activity:
The following procedures are to be observed for exempting students from normal physical activity during recess, noon hour, and physical education class. The complete Hammond school policy regarding exemptions can be found in the "Hammond School City Guide for Students and Parents."
Parents may request a temporary or short-term exemption for a period not to exceed two (2) class days by presenting a written request stating the reasons for the request.
Any student who needs to be excused for an extended period, more than two (2) class days, from any part of the regular required school activity for reasons of health shall present to the school a written order from a physician.
Student Conduct:
The faculty and principal of Franklin School believe that discipline is a learning experience that develops self-control, character, and proper consideration for other people. The goal of this policy is the attainment of self-discipline. Students have the right to be informed of the rules, regulations and code of conduct that they are expected to follow in school.
Students have a responsibility to follow and encourage their peers to follow these rules. The basic discipline philosophy of Franklin School is to emphasize positive behavior and to create an environment whereby that behavior is stressed.
Co-operation between students, teachers, parents and the principal is vital in creating this learning atmosphere.
Lunchroom/Recess Behavior Policy:
The recess aides employed by the school city report improper student behavior to the classroom teacher. The following behaviors are what is monitored:
- Causing a disturbance in the lunch line or at the lunch table by playing with or throwing food;
- Disrespectfully talking back to and/or not listening to the adult supervisor after the first warning;
- Intentionally bothering others while they are playing, fighting in the cafeteria or on the playground, or being the cause of a disturbance in either place;
- Refusal to line up when the bell rings;
- Use of obscene language or doing vulgar things, like spitting; and
- Failure to adhere to playground equipment safety rules.
When the classroom teacher receives the first and second report, they will determine what the consequences will be. Upon receiving a third report, the classroom teacher will assign the student an after-school detention and send the student to the principal, who will inform the student that two additional reports will result in a one-day out of school suspension. A notice will be mailed to the parent stating the same. Hopefully, with the home, teacher, and school being on top of the situation, a suspension will never have to happen.
Specific Expectations of Student's Behavior:
- In the classroom:
-follow the rules of behavior determined by the teacher for each classroom or learning area.- In the hallways:
-speak in a quiet tone.
-walk to the right in an orderly manner.- In the lunchroom:

Neither Franklin School, nor the Franklin PTA is responsible for injury of any kind, especially injury involving non-observed rules.
Detentions:
Students who do not follow the previous guidelines will be issued a thirty (30) minute detention period after school.
Detentions will be held on Tuesdays and Thursdays from 2:30 pm to 3:00 pm. A detention will never have to be served on the day it is issued. This allows the parent to be notified by a note sent home with their child. This note is to be signed by the parent and returned the following school day. The detention notice states both the reason for the detention and the date that the detention is to be served.
Parents who pick up children, or whose children are in car pools, will not be exempt. Arrangements for getting home will be the responsibility of the child and parent.
Failure to report for a detention will result in a double detention. Failure to serve assigned detentions will lead to suspension.
Library Media Center:
The library media center is for all Franklin students. It is an extension of the classroom where the students may work on individual projects, participate in research activities and receive instruction from the library media teacher.
Materials available for student check-out include books, magazines, records and cassette read-alongs. Encyclopedias are also available for overnight use. Any materials that are lost or damaged are the responsibility of the student.Franklin students may check out either one or two items at the discretion of the classroom teacher.

Bicycles, Skateboards & Rollerblades:
Students who live eight or more blocks from school may ride bicycles, providing they have permission from their parents and from the school office. Permission forms are available in the office. Students must have a lock to insure against theft. Skateboards and/or rollerblades are not to be brought to school.
