DERSİM 38`DEN DOLAYI TC DEVLETİNDEN DAVACIYIZ
T�rk milliyet�ileri yukarıdan aşağıya bir T�rk ulusu yaratmak i�in Osmanlı imparatorluğunun T�rk ve M�sl�man olmayan halklarına karşı kanlı bir kampanya y�r�tt�ler.
İşbaşındaki İttihat�ı h�k�met Ermenileri ortadan kaldırmak i�in Birinci D�nya Savaşı�nı bir fırsat ve bahane olarak kullandı. Bu sırada y�zbinlerce Ermeni, Rum ve S�ryani katledildi, y�zbinlercesi de s�rg�n.

Sehr geehrte Damen und Herren,

im Dezember 2004 entschieden die EU-Regierungschefs, dass mit der T�rkei Verhandlungen �ber einen Beitritt aufgenommen werden sollten. In diesem Zusammenhang h�lt es die Gesellschaft f�r bedrohte V�lker (GfbV) f�r besonders wichtig die Menschenrechtslage gerade in den kurdischen Gebieten S�d- und Ostanatoliens zu beobachten. Die GfbV ist daher sehr besorgt �ber die menschenrechtliche Entwicklung in Tunceli / Dersim (T�rkei). Seit dort der neue Bataillonskommandeur, Namik Dursun, t�tig ist, werden sowohl die gew�hlten Dorfvorsteher des Bezirks als auch der bekannte Rechtsanwalt und Menschenrechtsverteidiger, H�seyin Ayg�n schikaniert. Im Rahmen einer Sitzung k�ndigte Namik Dursun an, die Dorfvorsteher ihrer Kompetenzen zu berauben und empfahl ihnen, zur�ckzutreten.

H�seyin Ayg�n ist Mitbegr�nder der Rechtsanwaltskammer von Tunceli und stand ihr w�hrend zweier Wahlperioden als Pr�sident vor. Ihm ist es zu verdanken, dass die Vertreibungen in und um Tunceli, das Niederbrennen von H�usern und andere Menschenrechtsverletzungen w�hrend des t�rkisch-kurdischen Krieges nun vor dem Europ�ischen Menschenrechtsgerichtshof in Stra�burg verhandelt werden. Er ist Prozessbevollm�chtigter f�r die Familien Selen und Isik. Nach einer Milit�roperation vom 23. / 24. 9. 1994 waren acht Angeh�rige beider Familien, sowie acht weitere Personen, spurlos verschwunden. H�seyin Ayg�n ist des weiteren als Gesch�ftsf�hrer der Lokalzeitung Munzur Haber t�tig. Gegen dieses Blatt, was in T�rkisch und Kirmancki erscheint, hat der Bataillonskommandeur bereits zweimal einen Strafantrag gestellt. Bei mehreren Treffen wurde H�seyin Ayg�n pers�nlich bedroht, auch seine Verwandten wurden von Beh�rdenmitarbeitern unter Druck gesetzt. Die GfbV f�rchtet, dass der Bataillonskommandeur Namik Dursun das Ziel hat, H�seyin Ayg�n ruhig zu stellen und ihm seine wichtige und mutige Arbeit zu verbieten. Die GfbV appelliert an Sie, sich nach der Lage in Tunceli zu erkundigen und sich sowohl f�r die Dorfvorsteher als auch besonders f�r den mutigen Anwalt H�seyn Ayg�n einzusetzen.

Dear Sirs,

in December 2004 EU heads of governments decided to start a negotiation process with the government of Turkey. Society for Threatened Peoples, an internation human rights organisation focussing on the rights of ethnic and religious minorities and holding consultative status with the UN and participatory status with the Council of Europe therefore monitors the human rights situation in Southern and South-Eastern Anatolya very closely. This is why Society for Threatened Peoples is worrited about news from Tunceli / Dersim. Since the new police commander, Mr. Namik Dursun, took office, the elected heads of villages as well as the prominet human rights laywer, Mr. H�seyin Ayg�n, are harrassed and persecuted. During a meeting with the village heads Mr. Dursun for instance announced to withdraw all obligations and funtions from the village heads and adviced them to step down.

H�seyin Ayg�n is one of the founders of the chamber of lawyers of Tunceli. For two periods he was the chamber�s president. Thanks to him the expulsions of civilians and the destruction of their homes during the turkish-kurdish civil war is now being delt with before the European Court for Human Rights in Strasbourg. He is also authorized proxy for the Selen and Isik families. After an operation by the turkish military on September 23rd / 24th 1994 eight members of their families and eight more people disappeared. H�seyin Ayg�n is also chair man of the local newspaper Munzur Haber. Namik Dursun already twice lodged a complaint against this paper which is published in Turkish and Krmancki. Ayg�n has been threatened personally during a number of meetings. Members of his family were also summond to meetings and threatened.

Society for Threatened Peoples fears that the police commander�s aim is to silence the courageous lawyer Ayg�n and thereby to stop his important work. Society for Threatened Peoples therefore appeals to you to research the situation in Tunceli and to take measures for the safety of the village heads as well as of the laywer Ayg�n.

We would be most thankful for any initiates in this direction and for information about your activities.

To the European Commission:

We demand of the Turkish authorities firstly the recognition of our country, Dersim, which was autonomous for more than four centuries under the Ottoman Empire and which lost its autonomy in 1938 under the Turkish Republic; secondly the recognition of the genocides or attempted genocides suffered by our people and which it witnessed in 1915, 1921, 1925, 1938.

We demand the immediate end of the policy designated under the name �Plan T� which forces the population into an exodus or forced assimilation.
We demand demilitarisation and the banning of all the activities of military and paramilitary teams which have been exercising terror over the population since 1938.

The language of the Dersim, Zaza, is still banned today. We demand self-determination in the matter of communication, education and social organisation. The Turkish state must recognise the specific beliefs and traditions of the Dersim people. The policy of Islamisation and Turkishisation (exemplified by the precept: �one mosque per village, one Imam per village�) must cease.

The military policy of the Turkish state has already destroyed a great part of our patrimony: setting fire to our forests, bombing our villages, systematic destruction of our historical monuments and finally threats to the Munzur, the sacred river of our culture, and riches of humanity as well.

We bring to your attention this dramatic reality in the context of the discussion of entering into negotiations with Turkey.
May the threat to pour people end and may all the minorities of Anatolia live in peace.


A l�attention des d�put�s de la Commission Europ�enne

Nous revendiquons de la part des autorit�s turques tout d�abord la reconnaissance de l�existence de notre pays , Dersim,  autonome pendant plus de quatre si�cles sous l�empire Ottoman et qui a perdu son autonomie en 1938  sous la r�publique Turque ; ensuite la reconnaissance des g�nocides ou tentatives de g�nocide que notre peuple a subi et dont il a �t� t�moin en 1915, 1921, 1925, 1938. 

Nous demandons l�arr�t imm�diat de la politique d�sign�e sous le nom de plan �  T � qui contraint la population � l�exode ou � l�assimilation par la force. 

Nous demandons la d�militarisation et l�interdiction de toues les activit�s des �quipes militaires et semi-militaires qui exercent depuis 1938 la terreur sur les habitants de Dersim.

Nous exigeons un proc�s international pour ceux qui se sont rendus et se rendent encore coupables de ces pratiques. 

La langue du Dersim, le zaza est toujours interdite au jour d�aujourd�hui. Nous revendiquons l�autod�termination en mati�re de communication, d��ducation, et d�organisation sociale.

L�Etat Turc doit reconna�tre les croyances , et traditions sp�cifiques au peuple de Dersim.

La politique d�islamisation et de turquisation (exprim�e par exemple dans le pr�cepte : � une mosqu�e par village, un imam par village �) doit  cesser. 

La politique militaire de l��tat Turc a d�j� d�truit une grande partie de notre patrimoine : Incendies des for�ts, bombardement de nos villages, destruction syst�matique de nos monuments historiques et enfin menace du Munzur , fleuve sacr� dans notre culture, mais aussi richesse de l�humanit�. 

Nous portons � votre attention cette r�alit� dramatique pour notre peuple � l�occasion de l��ventuelle entr�e en n�gociation avec la Turquie. 

Pour qu�enfin la menace envers notre peuple soit arr�t�  et que toutes les minorit�s d�Anatolie puissent vivre en paix.
