With the inauguration of President George W. Bush in 2000, the start of the War on Terror in the aftermath of the September 11th Terrorist Attacks, and other worldwide crises that occurred in the past four years the SGC was reorganized by executive order after President George W. Bush's reelection in 2004. The reorganization took effect on 1 January 2005. The reorganization and designation of the Stargate Command Field Teams had already started six months before during the rise of the threat of a Goa'uld that had claimed to be the resurgent System Lord Anubis. As Anubis became more and more obsessed with Earth and it's people President George W. Bush chose to implement a wide variety of reforms for SGC operations that would better defend the Earth as a whole and America in particular.

The introduction of foreign financial and logistical support for the Stargate Program started thanks to these reforms that have allowed the SGC to become more self-sufficient and able to operate under the radar of the American Media when the SGC was officially moved to the refurbished Creek Mountain facility on 1 January 2005.
