After Klinsmann had announced he would leave Bayern Munich in April 1997, several teams immediately indicated their interest in signing Klinsmann. These teams included Tottenham Hotspur, Everton, Parma and Sampdoria. Most people predicted Klinsmann would rejoin Tottenham because it was thought that the difference between Alan Sugar (Tottenham's chairman) and Klinsmann had been resolved. Eventually, Klinsmann chose Sampdoria and signed a one-year contract with the club with high hopes as he looked forward to working with Sampdoria's new coach, Argentine World Cup winning coach Cesar Luis Menotti. Klinsmann believed Menotti could offer him attacking style of football so that he could pick up his form before the 1998 World Cup in France.
Unfortunately, Menotti did not stay in his job for long and he was replaced by Vujadin Boskov, the veteran Yugoslav who presided over the team in the late 1980s and early 1990s. To make the situation worse, Klinsmann missed seven weeks with an ankle injury. As a result, Klinsmann only played 8 games (only 3 out of the 8 were full games) and scored 2 goals in his short four-month spell in Sampdoria. The table below shows Klinsmann's performance in Sampdoria.

As the 1998 World Cup was approaching, Klinsmann must pick up his form within this season. Klinsmann knwe that he could not improve his form by just waking on the bench of Sampdoria, so he wanted to move to another club in the middle of this season. Eventually, Klinsmann joined Tottenham Hotspur again in December 1997 on loan.
