TOP STORY: SCNK SAYS NO TALKS UNLESS U.S. REPEALS HUMAN RIGHT ACT
BUSH AND ROH MOO-HYUN AGREE TO PUSH FOR RESUMPTION OF SIX-PARTY TALKS
Stalinist-controlled northern Korea put forth new conditions to restart talks on its nuclear ambitions.  The regime announced �there will be no new talks about nuclear disarmament until Washington repeals� the North Korea Human Rights Act (Voice of America via Epoch Times), which President Bush signed last month.

SCNK �also insisted that President Bush stop including North Korea in his axis of evil nations.�  Less than a week later, it repeated its insistence that there would be no talks �As long as the United States . . . pursues a change in our political system� (United Press International via
Washington Times).

The recently re-elected President Bush took a congratulatory call from Roh Moo-hyun, the elected President of the Republic of Korea (�South� Korea).  During the call, Roh and Bush agreed �to seek an early resumption of talks on North Korea's nuclear programme� (
BBC).

There have been three rounds of six-party talks on SCNK�s nuclear ambitions, which include the Stalinist regime itself, Communist China, Japan, the U.S., Russia, and the ROK.  The only tangible results of the talks have been substantial American concessions (see
10/21/02, 12/8/03, 12/22/03, 6/7, 6/28, 9/20, and 9/28 NKRs).

IAEA REPORT CALLS SCNK �A SERIOUS CHALLENGE�
In his annual report, Mohamed ElBaradei, head of the International Atomic Energy Agency, called Stalinist-controlled northern Korea �a serious challenge� (CNN, BBC) to the agency�s efforts to stop nuclear proliferation.  Of course ElBaradei, like everyone else on SCNK, refused to even discuss liberation.

REFUGEE NEWS

COMMUNIST CHINA SENDS SEVENTY REFUGEES BACK TO SCNK
Communist China, an ally of Stalinist-controlled northern Korea for over half a century, �sent home a group of North Koreans after arresting them last month for trying to seek asylum� (BBC).  Most were arrested in raids on two refugee safe houses in Communist China.  Eight others were �arrested trying to enter South Korea's consulate in Beijing.�

Communist China sends back any SCNK refugee it finds, unless its police decide to rape and/or sell them (see
1/14 Update).  Once back in the Stalinists� clutches, the returnees face prison, torture, and/or execution (see 5/13/02, 5/20/02, 5/28/02, 6/18/02, 7/29/02, 9/9/02, 9/16/02, 1/20/03, 7/12, 7/27, 8/2, 9/7, 10/4, 10/25, and last NKRs).

JENKINS ADMITS TO DEFECTING TO SCNK; SAYS REGIME TORTURED HIM
Sergeant Charles Robert Jenkins �pleaded guilty to desertion, saying he wanted to avoid "hazardous" duty on the Korean peninsula and in Vietnam� (BBC).  Jenkins said his plan was �ask the authorities to send him to the Soviet Union, where he would turn himself in to the US embassy in Moscow, and then return to the United States.�

Instead, the regime had him teach English in SCNK; when he asked to stop, �They carried me home and tied me up and beat the hell out of me.�  Jenkins was sentenced to 30 days in prison and a dishonorable discharge.  The trail and his admission end speculation that he had been kidnapped by the Stalinist regime in 1965.  Also reporting: Cybercast News, CNN

While in SCNK, Jenkins married abduction victim Hitoma Soga, because she hated the regime as much as he had come to hate it.  Soga returned to Japan in 2002; Jenkins and their children left SCNK earlier this year. (see also

ABDUCTION NEWS
JAPAN AND SCNK HOLD MORE ABDUCTION TALKS AMID THREAT OF SANCTIONS
Negotiators from Japan �are in North Korea for fresh talks on the fate of Japanese nationals� (BBC) seized by the Stalinist regime from 1978 to 1983.  SCNK continues to insist � with no evidence � that eight of the thirteen acknowledged abduction victims are dead � the other five were allowed to return to Japan. 

Dozens of other families claim their relatives were also abducted, claims that cannot be dismissed given the Stalinists� stonewalling on the eight �dead� abductees.  At least one high-ranking official in Japan�s ruling party publicly called for �the government to impose economic sanctions.�

OTHER INTERNATIONAL NEWS
KOREAN ETHNIC GROUPS IN JAPAN CALL FOR REUNIFICATION
Two groups of ethnic Koreans living in Japan � the pro-Stalinist Chongryon and the anti-Stalinist Mindan � �vowed to play a role in promoting inter-Korean reconciliation and eventually the peaceful reunification of the peninsula� (UPI via Washington Times).  Nothing was said about ensuring freedom for northern Korea through liberation.

OTHER REPUBLIC OF KOREA (�SOUTH� KOREA) NEWS
SCNK RIPS ROK NAVY FOR �GRAVE PROVOCATION�
Stalinist-controlled northern Korea �accused South Korea of �grave provocation� after the South fired warning shots at its vessels� (BBC).  The Stalinist ships crossed the maritime sea border � a.k.a. the Northern Limit Line for the sixth such time in just over two years (see 7/1/02, 7/8/02, 6/2/03, 6/9/03, 9/2/03, 7/19, and last NKRs).  Also reporting: CNN

ROK TO OPEN �LIAISON OFFICE� IN SCNK
The ROK announced �plans to open its first liaison office in North Korea next year� (Washington Times, fourth item).  The �unprecedented move� is part and parcel of the $un$hine policy of dovish ROK President Roh Moo-hyun.

UN COMMAND SAYS HOLES IN DMZ �PRECISION CUT�
A U.S. general investigating holes cut into the fence on the Korean demilitarized zone (DMZ) called referred to the action as �a precision cut� (UPI via Washington Times).  However, Major General Thomas P. Kane gave no indication as to whether the cuts were made by a Stalinist infiltrating the South or a would-be Stalinist heading north (see last NKR).
