TOP STORY: NUCLEAR TALKS MAY BE PUSHED BACK TO 2004
VERIFICATION, JAPAN�S PRESENCE AN ISSUE; TALKS LIKELY TO LEAD TO A DEAL . . .
Talks on North Korea�s nuclear weapons program are likely to be �delayed until next year� (CNN).  The delay comes from, among other things, American demands for �a tough verification regime� to confirm the Stalinists will end the production of nuclear weapons, and the North�s attempt to kick Japan out of the talks.

Japan is insisting that the fate of at least thirteen of its citizens abducted by the North be part of the talks.  Five of the thirteen now are in Japan � the Stalinists are still holding their children � while the North claims the rest are dead, without any evidence to back it up (see
9/23/02, 9/30/02, 10/7/02, 10/14/02, 10/21/02, 10/28/02, 11/18/02, and last NKRs).

That the delay is caused by �disagreements over a draft proposal� (
BBC) is reason enough to suspect the talks, whenever they occur, will almost certainly lead to a deal. 

. . . AS U.S., SOUTH KOREA, AND JAPAN CALL CONCESSIONS �COORDINATED STEPS�
As for what the deal would look like, the U.S., Japan, and South Korea agreed to a �co-ordinated steps� (BBC) with the Stalinists.    One of those �steps� include giving the North the �security guarantees� it so desperately wants if it �begins a verifiable disassembly of its nuclear facilities.�  Also reporting: Washington Post

In other words, the Stalinists get their survival guaranteed
before they eliminate their nuclear program � to say nothing of the weapons it has produced.

Stop the North Korean Nuclear Power Plants:
Construction on the nuclear power plants from the 1994 agreement has been suspended for one year, but the plants have not been cancelled.  Use this China e-Lobby fact sheet and tell the President to kill the power plants from the 1994 agreement that North Korea broke.

SOUTH KOREA NEWS
LEGISLATURE OVERRIDES ROH VETO ON INDEPENDENT COUNSEL
South Korea�s legislature overrode President Roh Moo-hyun�s veto of a bill calling for an independent probe into payoff to political parties in last year�s Presidential election.  A top aid to the dovish Roh took hundreds of thousands in illegal payments from a conglomerate (see last NKR).  Report: BBC

SOUTH KOREAN ENGINEERS TO LEAVE IRAQ
The South Korean electrical engineers in Iraq are on their way out after anti-American terrorists killed two of their number roughly one week ago.  Report: Washington Post

ON HUMAN RIGHTS IN NORTH KOREA
Parapundit founder Randall Parker (Member since 2003), once again laments the American lack of willingness to penetrate �the information monopoly that the (Stalinist North Korean) regime holds over its own people.�  Once again, he is absolutely right.

Glenn Kessler, Washington Post, details how the battle within the Bush Administration between the hawks and the doves on North Korea, although he does not take into account the recent advances by the doves.
