TOP STORY: AL QAEDA SCOPED TARGETS IN DEMOCRATIC KOREA SEVERAL TERRORISTS, INCLUDING KHALID SHEIK MOHAMMED; EXAMINED TARGETS AND AIRLINE FLIGHTS IN SEOUL; AL QAEDA OPERATIVE LIVED THERE FOR A MONTH IN 2001 Choi Sung a Member of the Republic of Korea National Assembly from the dovish Uri Party, told an Assembly hearing that al Qaeda �and other groups have scouted targets in South Korea at least eight times in the past 10 years� (Stars and Stripes). Among the terrorists whose visits Choi cited was Khalid Sheik Mohammed � al Qaeda�s number three operative. Mohammed, now in American custody, �scouted airline security on flights from the Philippines to Seoul.� Another al Qaeda terrorist �came to South Korea to observe U.S. military bases and troops movements,� and a third �lived in Seoul for one month in 2001.� Al Qaeda is still targeting democratic Korea today (see last NKR). WEAPONS OF MASS DESTRUCTION NEWS HU JINTAO TELLS BUSH PRC STILL BACKS SIX-WAY TALKS In a conversation with President Bush, Communist Chinese President Hu Jintao �reiterated his commitment to six-party talks on North Korea's nuclear weapons program� (Washington Times). There have been three such rounds of talks on SCNK�s nuclear ambitions; North Korea has ruled out a fourth round for now. The only tangible results of the talks have been substantial American concessions, and roughly two years for the Stalinist regime to continue developing nuclear weapons since their admission of a uranium weapons program (see 10/21/02, 12/8/03, 12/22/03, 6/7, 6/28, 9/20, and 9/28 NKR). IAEA CHIEF SAYS SCNK SHOULD END NUCLEAR PROGRAM, BLASTS SECURITY COUNCIL Mohammed ElBaradei, head of the International Atomic Energy Agency, called on North Korea to resume� (Voice of America via Epoch Times 10/8) the six-way talks. ElBarade also blasted the United Nations Security Council, i.e., his own boss, for not acting against SCNK. He called that the �worst precedent of all� (Voice of America via Epoch Times 10/6). IAEA CHIEF DISMISSES SCNK CLAIM THAT ROK WAS DEVELOPING NUCLEAR WEAPONS Mr. ElBaradei also addressed the tiny uranium and plutonium enrichments by the Republic of Korea, saying they were � simply two scientific experiments on a small scale� (Washington Post). The Stalinist regime accused the ROK of developing nuclear weapons, a charge ElBaradei dismissed. OTHER NEWS ON COMMUNIST CHINA�S ROLE COMMUNIST CHINA ADMITTING SCNK HAD URANIUM WEAPONS PROGRAM Communist China is finally admitting, according to Japan�s Kyodo News Agency (cited by Cybercast News), that Stalinist-controlled northern Korea ��at least attempted� to enrich uranium.� This comes two years after the Stalinist regime admitted to having a program to weaponize uranium (see 10/21/02 NKR). OTHER AMERICAN-RELATED NEWS SCNK HAS 600 CYBERHACKERS TRAINED TO ATTACK U.S. AND ROK The Stalinist regime �is believed to have trained as many as 600 computer hackers to launch cyber-attacks against such countries as the United States and South Korea, according to South Korea's Defense Ministry� (Washington Post, last item). The hackers are the rare exception in northern Korea, where �Internet access is almost nonexistent.� SERGEANT JENKINS TRIAL DATE SET FOR NOVEMBER 3 Sergeant Charles Robert Jenkins � who either defected to SCNK (the U.S. Army), or was kidnapped by the regime (his American relatives) � will go on trial for desertion and supporting the enemy on November 3. Jenkins has only given one interview since he left SCNK, in which he says he hated the regime (see 9/14 NKR). Report: BBC He has even said he married his wife � Japanese abduction victim Hitoma Soga � because she hated the regime as much as he did (see also 9/23/02, 9/30/02, 10/7/02, 10/14/02, 10/21/02, 10/28/02, 11/18/02, 12/19/02, 5/24, 7/19, 7/27, and 8/10 NKRs). SCNK RIPS NORTH KOREA HUMAN RIGHTS ACT The Stalinist regime �responded angrily� (BBC) to the North Korea Human Rights Act, which was passed by both houses of Congress (albeit in different forms) this year (see 7/27 and last NKRs). SCNK claimed the bill �is part of a plan to topple the communist government.� If only they were right. Also reporting: VOA via Epoch Times U.S. TO SLOW DOWN REPUBLIC OF KOREA TROOP REDUCTION The United States decided not to reduce troops in the Republic of Korea by 2005 (6/1, 6/7, and 6/14 NKRs), choosing instead to �stretch that withdrawal over three years until 2008� (BBC). The U.S. and the ROK agreed to the new schedule �after taking into consideration the concerns of South Korean national� (United Press International via Washington Times). U.S. OFFICIAL SAYS ROK-U.S. TIES REMAIN STRONG Amid the rise of the dovish Uri Party of President Ron Moo-hyun and the aforementioned troop reduction, American Ambassador Christopher Hill insisted that the alliance between Seoul and Washington is strong, although �relationship between the two countries was changing� (Cybercast News). OTHER REPUBLIC OF KOREA (SOUTH KOREA) NEWS ROK HAS PLAN TO TAKEOVER NORTHERN KOREA IF REGIME COLLAPSES The Republic of Korea, according to Joong-Ang Ilbo (cited by Singapore�s Straights-Times), has a plan �to take control of North Korea and accommodate at least 200,000 refugees in the event of the communist regime's sudden collapse.� The government of democratic Korea also has a plan to deal with �mass defection and . . . a possible civil war.� ROK-SCNK TALKS ON TRANSPORT ROUTES RESTARTED The ROK and SCNK restarted talks on �opening up transport routes across the North-South border� (BBC). The Stalinists had halted the talks this past summer after a naval vessel for the SCNK crossed the sea border into democratic Korean waters (see 7/19 NKR). COMMENTARY/ANALYSIS Jay Ambrose, Scripps Howard Newspapers, has more criticism for John Kerry�s position on SCNK, in the Washington Times (see also last NKR). Sadly, however, Ambrose accepts the President�s position, rather than push for liberation. Tony Blankley, also in the Washington Times, wants answers on the Stalinist regime from both President Bush and Senator Kerry, but won�t recommend a policy, and thus joins the maddening silence on liberation for northern Korea.
