TOP STORY: STALINIST REGIME CROSSES NORTHERN LIMIT LINE AGAIN
MARITIME BORDER CROSSED FOR SIXTH TIME IN TWO AND A HALF YEARS
Naval vessels from Stalinist-controlled northern Korea crossed the maritime border (a.k.a. the Northern Limit Line) into the waters of the democratic Republic of Korea (�South� Korea).  ROK naval vessels �fired warning shots� (BBC) at three SCNK vessels, which then retreated back across the NLL � �after nearly an hour� (Voice of America via Epoch Times).

This is the sixth time in just under two and a half years that the Stalinist regime has crossed over the sea border � which it refuses to recognize (see
7/1/02, 7/8/02, 6/2/03, 6/9/03, 9/2/03 and 7/19 NKRs).  This time, the Stalinists blamed fishing boats from Communist China, saying their navy was �checking on the Chinese fishermen.�

WEAPONS OF MASS DESTRUCTION NEWS
COMMUNIST CHINA AND DEMOCRATIC KOREA TELL U.S. TO SOFTEN UP ON SCNK
Communist China, in response to Secretary of State Colin Powell call to Stalinist-controlled northern Korea to return to talks on its nuclear weapons program (BBC), publicly told the U.S. to �adopt a flexible and practical attitude on the issue� (Washington Times).  The dovish government of democratic �South� Korea made similar comments (Cybercast News).

There have been three rounds of six-party talks on SCNK�s nuclear ambitions, which include the Stalinist regime itself, Communist China, Japan, the U.S., Russia, and �South� Korea.  The only tangible results of the talks have been substantial American concessions (see
10/21/02, 12/8/03, 12/22/03, 6/7, 6/28, 9/20, and 9/28 NKRs).

PRC INISTS TALKS COULD STILL HAPPEN THIS YEAR
Meanwhile, Communist Deputy Foreign Minister Wu Dawei told PRC-run media that another round of talks �could resume by the end of November� (Voice of America via Epoch Times).

REFUGEE NEWS
. . . COMMUNIST POLICE SEIZE SIXTY REFUGEES FROM SAFE HOUSES
Communist China seized sixty more SCNK refugees from Beijing safe houses, in what �could be the first indication� (BBC) of its publicly announced �zero tolerance� (United Press International via Washington Times) policy toward refugees from the Stalinist regime.  Communist China, an SCNK ally for over fifty years, forcibly returns any refugee it finds.

The refugees are likely already on their way back to SCNK, unless Communist police decide to rape and/or sell them instead (see
1/14 Update).  Once back in the Stalinists� clutches, the returnees face prison, torture, and/or execution (see 5/13/02, 5/20/02, 5/28/02, 6/18/02, 7/29/02, 9/9/02, 9/16/02, 1/20/03, 7/12, 7/27, 8/2, 9/7, 10/4, and last NKRs).

U.S. TROOPS MOVE AWAY FROM DMZ
The United States began its withdrawal from the demilitarized zone (DMZ) separating the democratic Republic of Korea (�South� Korea) from Stalinist-controlled northern Korea (BBC).  Most of the troops will move south, within the ROK; a third of them are being redeployed outside of the peninsula (see 6/1, 6/7, 6/14, and 10/11 NKRs).

HUMAN RIGHTS AND INTERNAL NEWS
REPORTERS WITHOUT BORDERS LABELS SCNK AS MOST REPRESSIVE MEDIA REGIME
Reporters Without Borders measured press freedom in 167 nations �based on a survey of journalists and human rights activists� (BBC).  In dead last is none other than Stalinist-controlled northern Korea.  Also reporting: Washington Times

OTHER REPUBLIC OF KOREA (�SOUTH� KOREA) NEWS
ROK TROOPS FIND HOLE CUT INTO DEMILITARIZED ZONE
Border guards from the Republic of Korea �found a hole in the wire fence that forms the southern boundary of the demilitarized zone (DMZ) separating the two Koreas� (CNN).  The ROK is investigating who may have made the hole � either Stalinist agents going south, or someone seriously deluded going north.
