Planning and preparing the Plan

On June 25, 2006, at a gram sabha meeting, the sarpanch informed the villagers that the panchayat was preparing a 15-year development plan for Chandor, which he said he would be soon submitting to the government. The assembled villagers suggested, in response, that the entire village should be involved in drawing up a plan so ambitious in scope. Also, a development plan is ideally prepared with the active participation of all the people for whom it is intended. It was therefore proposed that the views of all residents in the village should be sought and their aspirations and hopes understood before the plan was finalised.

Subsequently, some villagers took it on ourselves to go around every corner of Chandor and ask people for their views on how our village must develop over the next few years. We also thought it necessary to plan only for the next five years, instead of the longer time-span contemplated by the village administration. The present document is a record of the multifarious suggestions made and the needs expressed by our people at the eight public meetings held in all wards of the village. (Letters to the panchayat, signed by villagers in our different wards and directing the panchayat to adopt the proposals made during the public meetings, are attached (pages 13-19). The present document may be seen as the people�s plan for the development of Chandor village and its people. It is also a testament to the fervent promise we make to ourselves to try to remake our lives on a new social and economic foundation.

The sincerity of purpose of our village�s elected representatives will be gauged by the alacrity with which they carry out the modest proposals adumbrated in the present plan. It is expected that our panchayat will immediately set about working out the cost of implementing the proposals outlined here, the specific time frame over which this will be done, the source of funding etc.

We also take this moment to extend a hand of solidarity to our ganvbhoinnim and ganvbhau in Guirdolim panchayat: let us work together to develop ourselves into better humans and our beloved Chandor into one of Goa�s exemplary villages. We may be two panchayats but we are one indissoluble ganv! We call upon the Guirdolim panchayat to join hands with the Chandor-Cavorim panchayat and develop a composite vision for the future of our lives in Chandor.

The gram sabha and all villagers of Chandor-Cavorim hereby direct our village panchayat to accept this plan as the Five-year People�s Plan for the Sustainable Development of Chandor (2007-2012), to submit it to the state authorities as such, and to strive to implement it without the slightest delay.
