What We Need � and Demand! � Immediately!

You will be surprised at the kind of things Chandorcars think they need the most. Here is a list of all the needs and suggestions for change spelt out in eight public meetings held in the different wards of the village. These demands form an integral part of The People�s Plan for the Sustainable Development of Chandor (2007-2012). The list is as much a reminder to us of the work ahead of us as a promise we make to ourselves to meet these needs as quickly as possible.

Needs expressed and suggestions for development made at the CDF public meetings held in August-September, 2006:

Cavorim, August 20, 2006

  • Control mosquitoes and other pests through measures like regular fumigation of the different wards

  • Upgrade the sub-health centre to a Primary Health Centre

  • Start an AIDS awareness campaign

  • Set up an Alcoholics Anonymous group in the village

  • Set up a mini market near the Cavorim community hall

  • A toilet and dressing room is needed in the community hall

  • Maintain a log book to ensure that buses adhere to correct timings

  • Start new bus routes, say to Curtorim or Quepem

  • Don�t give more than one job per family in community-owned institutions

  • Revive agriculture and communidades

  • Start adult literacy classes

  • Open an Information Centre in the Community hall with computers

  • Start door to door garbage collection and treat it at Bobcol

  • Ensure regular maintenance of roadsides.

Cavorim, August 28, 2006:

  • Prevent dumping of garbage by outsiders � erect deterrent signboards

  • Take measures against the health hazard posed to neighbours at Ghotmorod due to the dairy farming

  • Close the road from Alma Furis to Cavorim to heavy traffic

  • Construct a drain near Agnelin�s house

  • Construct speed breakers near Vital�s house on either side of the sharp turn there

  • Also in front of Santan Dias� house in Gotlecode

  • Repair the Oda hond culvert

  • Widen the road in Gottli near the pond

  • Repair/replace damaged electric poles

  • Immediately repair the road from Agnelin�s house to Hortence�s house

  • Have gram sabha meetings in the wards

  • Set up a vocational training institute

  • Start a woman�s self help group

  • Motivate youth to take up self employment schemes.

Received subsequently

  • Set up a children�s park at Gotlemorod, in the Communidade plot adjacent to Appelecao Monteiro and Eric and Taisa�s house, across the road from Santan Dias and Margaret Luis�s house

  • Start gainful employment schemes/activities for housewives, school drop-outs and senior citizens

  • Also recreational facilities for senior citizens

  • Get an ambulance

  • Overhead electric overhead cables cutting across residential properties should be re-aligned along roadsides

  • Every house should have motorable access

  • Unorganised workers should be insured.

Miria Jirem, August 20, 2006

  • Widen and cement roads

  • Replace non-functioning street lights within 24 hours

  • Construct more roadside drains

  • Start a Kadamba bus shuttle service from Chandor to Margao

  • Start garbage management

  • Subsidise agriculture

  • Desilt the creek in Miria Jirem and Locnol

  • Dredge the river and also control the annual monsoon floods

  • Start adult literacy classes

  • Put up a children�s park at Todeahandi

  • Give part time jobs to women.

  • Igorjebhat, August 27, 2006:

  • Let our motto be: The benefits of village development should flow to the people of the village, to improve the quality of our life and our economy

  • Tackle the garbage problem first

  • Set up a Higher Secondary section and College (all streams) within the next five years

  • Make a small garden and recreation park for children, with the cooperation of the Fabrica de Igreja, Chandor

  • Provide subsidies and modern machinery to our ironsmiths (Anton Juze and Fatima Fernandes, and the part-timer Alleluia Fernandes, the last ones in Chandor in this great tradition!)

  • Similarly help our local carpenters

  • Develop a plan to boost agriculture with help from government agencies and banks and credit societies

  • Help local youth through self-employment assistance schemes

  • Construct a crematorium for Hindus, earmarked by the Communidade of Cavorim on Survey No. 47/1, within the next five years

  • Upgrade the football ground with modern facilities � seats, parking etc. with the cooperation of the Fabrica

  • Construct a short cut to the railway station along the football ground to benefit residents of Igorjebhat, Miria Jirem, Locnol and Cotta

  • Put up speed breakers in front of Seby�s house in Igorjebhat

  • Chip off the elevation by the road side in front of Lucy�s shop opposite the school

  • Set up a petrol pump in the village

  • Set up a hospital

  • Construct a swimming pool

  • Construct a public garden in the vicinity of the cemetery

  • Set up a gas agency

  • Set up a full-fledged college and vocational training center

  • A road is needed to connect Vila Formosa to Ponsabhat via Todeahandi

  • Put up speed breakers near Titu�s house, as the spot is accident-prone; the construction by the roadside needs to be demolished.

Received subsequently

  • Develop Igorjebhat spring as a spa

  • Make the football ground into a stadium and recreation center

  • Give Goans preference in jobs � one job per family

  • Create playgrounds for girls

  • Ensure better drainage

  • Make Chandor an independent village republic

  • Include all villagers in communidades

  • Make the panchayat a village development organization rather than let it remain the agent of the state government and the constituency MLA

  • All Chandorcars need to be secular, egalitarian and democratic. No more casteism, sexism, Goan chauvinism and language and work snobbery

  • Provide access to the main road to tintto neighbours

  • Stop burning garbage in the tintto

  • Keep the market garbage-free

  • Do not allow pig-slaughter in the tintto

  • Buses to and from Margao are needed after 7 pm and on Sundays

  • Keep Chandor clean, mosquito free

  • Maintain streetlights

  • Make rice cheaper

  • Fertiliser too

  • Protect us from the pollution in the marketplace

  • Protect paddyfields from stray animals so we can cultivate them regularly

  • The panchayat has not attended to our complaint about neighbour�s poultry nuisance

  • No information given about welfare schemes for blacksmiths

  • Keep the marketplace clean

  • Why have I not been given a Sulabh toilet?

  • Upgrade the health centre

  • Beautify the Igorjebhat natural spring

  • Start tailoring courses

  • Take care of destitutes

  • Provide underground electricity cabling

  • The panchayat should be proactive

  • Stormwater drains should not be used to dump garbage in

  • Clear blocked drains

  • Put up a gymnasium

  • Provide houses to the poor

  • Do whatever is good

  • Instal community TV sets

  • Government must give us house plots

  • Set up a technical training institute

  • Appoint a resident doctor in the health centre

  • Control stray dogs

  • Stop pissing near the telephone exchange

  • A toilet is needed for people working in the Bill Cardoz building

  • Reconstruct the Igorjebhat chapel

  • Revise house tax and rent criteria

  • Create a public watchdog for good governance

  • Build bridges at New Township and at the Railway crossing near the old railway station

  • Ensure home security by registering migrants with the police or the panchayat

  • Start a government ITI

  • Control the issue of ration cards to migrants

  • Motivate our youth to get into business

  • Dredge and regularly monitor the state of the river.

Mena Covatem, September 3, 2006

  • Farmers need access to their fields

  • Storm water drains are needed to drain off rainwater from the hill

  • Air pollution by the Marmagoa Steel factory in Curtorim is causing respiratory illness in children

  • Make a children�s park, preferably in the open space left by Sara Fernandes near Manni mod�dant

  • Ensure that people construct toilets for their tenants.

Received subsequently:

  • Take up rainwater harvesting and watershed management

  • Help our Muslim co-villagers with a cemetery

  • Find an alternative site for dairy farming

  • Construct traffic islands at Alma Furis, Monte Sokol, the Church junction, and the Santiago chapel and temple ruins junctions in Cotta. Place images of, perhaps, a Kadamba lion at Alma Furis, a futuristic design at Monte Sokol, a fountain spurting oil at the Church junction (to honour our association with the Arabian Gulf), a fountain around the seaman�s theme (maybe a mermaid, an anchor or even an iceberg) at the Santiago chapel junction, and an image of Cottapshi at the temple ruins junction

  • Hold skills workshops for people engaged in crochet, knitting, tailoring, food and pickle-making and in industrial trades like wiring, plumbing, masonry

  • Also organise workshops to promote health and hygiene in the village.

  • We need an electric pole nearby

  • A road

  • When is my old age pension coming from the government?

  • There�s no telephone line

  • Attend to streetlights regularly

  • Repair inner village roads Trim roadside plants

  • Water drainage system is required urgently to stop flooding

  • Fix loose electric cables

  • We need access to the main road

  • We need a toilet.

Binddimod, September 3, 2006

  • Protect the residents from prowling leopards and other wildlife

  • Construct a playground near Voil� Todem

  • Attend to streetlight complaints promptly

  • Excavate a storm water drain near Pobrin Cardoso�s house at Doneamod

  • Put up a bus stop shelter at Binddimod

  • Build a road immediately from Binddimod to Doneamod as now people have to walk for nearly an hour

  • Raise the road level near Joanita Cardoso�s house to stop rainwater entering

  • Pipes put under the new road are insufficient to drain the rain water from the hill

  • Maria Santan Cardoso cannot repair her house, which is on the verge of collapse, because there is no access to it for the repair people

  • Deepen the panchayat well at Binddimod and construct a retaining wall; also install water-drawing equipment � a beam and a pulley

  • Do the same with the panchayat well at Doneamod.
